Description
Request for Information (RFI): Accreditation Program for VA Human Research Protection Programs The Department of Veterans Affairs (VA), Veterans Health Administration (VHA), Office of Research and Development (ORD) is planning for the acquisition of Contractor services to perform a comprehensive review of VA facilities Human Research Protection Programs (HRPPs). VHA has identified multiple capabilities and/or services that will be required of the Contractor and is issuing this Request for Information to enable vendors to submit capability statements. Capability statements will be used to assist VA in defining its acquisition strategy and identify sources able to provide the services requested. VHA requires a Contractor that can provide the following services/capabilities: The Contractor shall provide for the comprehensive review of the geographically dispersed VA facilities HRPPs, surveying approximately one third of the approximately 110 facilities each year. Approximately 35 percent of VA facilities use their academic affiliates Institutional Review Board(s) (IRB) as their IRB(s) of record. The Contractor shall establish standards for HRPP performance, and policies and procedures for the accreditation process. The accreditation survey shall be the mechanism for evaluation the performance of each HRPP in relation to those standards. The accrediting body shall ascertain whether these HRPPs comply with applicable existing VA policies, federal regulation, and laws. Upon completion of the survey, the Contractor shall provide a comprehensive, written report that outlines the strengths and weaknesses of each HRPP. When appropriate, the Contractor certifies that the HRPP meets accreditation standards. The survey process shall be performed for each VA facility at least once every three to five years. Interested vendors may submit their capabilities and qualifications to provide the services identified via email to steve.santos@va.gov no later than 4:00 PM EST, March 12, 2010. Vendors are asked to provide three past performance references for the capabilities identified, or related capabilities. Include the Project title, Description of the project, Contract number, Contract amount, Government Agency/Organization and Point of Contact, and phone number/email address.
