- Request for Proposal (RFP) #10-JC-REG2-CHAR for the operation of the Charleston Job Corps Center located in Charleston, West Virginia, will be issued on or about March 15, 2010. The requirement will be solicited as an Unrestricted, COST PLUS INCENTIVE FEE procurement for the following services: The contractor shall operate the aforementioned Job Corps Center which includes provisions for academic, vocational, social skills, career preparation, career development training, and related support services for an estimated total of 390 students categorized as follows: 166 residential female students, 166 residential male students, 29 non-residential female students and 29 non-residential male students. The Contractor shall provide Post-Center Career Transition Services annually for 330 youth [250 graduates and 80 former enrollees] returning to the State of West Virginia. Job Corps targets disadvantaged youth ages 16 to 24 years of age. The successful contractor shall also provide overall center management, procurement management, property management, facility operations, maintenance services, and security. All activities shall be in compliance with applicable DOL/Job Corps regulations, policies, and handbooks. The successful contractor will operate the Charleston Job Corps Center with the services shown above for a two year base period beginning 01/01/2011 through 12/31/2013. Additionally, the contract will include three 12-month Option periods to extend the contract performance through 2015. North American Industry Classification System (NAICS) code for this acquisition is 611519. A Pre-proposal Conference to review the RFP is scheduled for Wednesday, April 7, 2010 at 9:15 a.m. LOCAL TIME at the Charleston Job Corps Center located at 1000 Kennawa Drive Charleston, WV 25311. A Site-Visit/Walk-thru will follow the conference. The RFP is only available by downloading from the Federal Business Opportunity website at www.fedbizopps.gov. We recommend that you download a copy and bring it with you to the conference. Questions regarding the RFP should be submitted by e-mail, prior to the conference, to the Contracting Officer, Gail Thomsen or the Contract Specialist, Mr. James Callan. Written proposals in response to this RFP must be received at the US Department of Labor/OASAM Office at 170 S. Independence Mall West [The Curtis Center] Suite 600 East, Philadelphia, PA 19106 by 1:00 p.m. Local Time on May 4, 2010. The submittal package should be marked ATTN: Mr. Jim Callan, Contract Specialist. It is requested that all contractors planning to attend the Site Visit/Walk-thru and Pre-proposal Conference notify the Contracting Officer and Contract Specialist by e-mail of their intention to attend and the number of participants. It is also requested that each company limit the number of participants to 3 or at most 4 attendees. An 'Interested Vendor List' has been opened on the FBO website for this procurement. It is strongly encouraged that all contractors who have downloaded the RFP register at the website to receive automatic notifications of amendments and e-mails.
