The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase request for competition, under the authority of FAR Part 13.104. The contract line item numbers and description are: CLIN 0001 – Quantity 1 LOT, Spin Test Room Equipment/Furniture Upgrade/Modernization CLIN 0002 – Shipping Charge to NAS Patuxent River MD, MD 20670-1125 if applicable Award is expected 15 March 2010. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for competitive proposals. All proposals received by 08 March 2010 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. Background The Rotor Spin Facility (RSF), at NAS Patuxent River, performs endurance and research tests of aircraft engine rotor and rotor assemblies. The RSF is the prime facility that does this type of testing for the Department of Defense. The facility’s control room is in the process of a complete modernization program with the purchase of over $900,000 worth of new test turbine control, data acquisition and monitoring systems equipment. This equipment must be installed in support enclosures along with new engineering and customer monitoring stations. The layout and placement of these new enclosures and monitoring stations are to improve the function and operation of the control room. The new control room layout was designed to meet all of the above requirements. Chargeable Object: B. Technical Requirements The following five line items state the mandatory design requirements to support the new control room’s function within its dimensional layout constraints. The new functional areas are the Test Turbine Control, Test Data Acquisition, Test Engineering Monitoring and Test Customer Support areas. The professional aesthetics of the new control room is also a mandatory requirement to represent this facility as the Navy’s Center for Excellence for rotor spin testing. A basic control room layout drawing will be supplied. showing the locations of the all the new enclosures, station. 1. Test Turbine Control and Data Acquisition Tall Enclosures 1.1 Twenty one tall vertical enclosures with exact matching power coated matt finishes, the color to be selected, are required. 1.2 Each enclosure must support the standard 19 inch width, rack mount equipment and have a 45U (78.75 inch) internal vertical panel opening. 1.3 Each enclosure frame will be made of 14 gauge steel or better and support a minimum of 3500 lbs. total static load. 1.4 Each enclosure cannot exceed an outside height dimension of 83 inches and, must be between 22 and 23 inches in width and 30 and 32 inches in depth. 1.5 All the enclosure frames must be able to be solidly bolted together. 1.6 The enclosures will have an attached cantilevered writing surface. The writing must meet ADA requirements and be designed as follows: 1.6.1 It must attached 29.5inches; ± 1 inch, top surface height measured from the floor, maintain a 13U (22.75 inches) opening in the enclosure below its installation, and have a depth of between 19 and 20 inches. 1.6.2 It will span the full frontal width of all bolted together enclosure assemblies. The writing surface may be manufactured in segments spanning not less than three enclosures. 1.6.3 All enclosure segment substrates must be solidly joined together creating a level uniform surface using biscuits and hardware clamping. 1.6.4 It must of a hard laminate of.035 inches or better in thickness. The laminate must exactly match all the other control room writing surfaces. 1.6.5 It must be able to have all laminated mating surfaces uniform and have a maximum gap of.060 of an inch. 1.6.6 The laminate will be an accurate dark wood simulation matching all other control room writing surfaces. 1.6.7 The outer exposed perimeter edge thickness of the writing surface must be protected with a hard rubber or plastic edge molding. The molding will have a thickness of at least.375 inches at its thickest point. The molding must have rounded outside end corners and rounded radiuses on the top and bottom surface edges. 1.6.8 It must be able to support a 200 lb static load at each enclosure. 1.7 Each enclosure must have full length, ventilated, back access latching doors. Fifteen enclosures will have hinges mounted on the right side and six mounted on the left side. 1.8 Four each enclosure, outside mounted solid side panels, with matching matt finishes, are required on the end of each assembly. The two exposed end side panels must have a non-tool twist latch type fastener and the other two will have flush type fasteners for panel removal. 1.9 Each enclosure will have at a minimum, a 10 outlet, 20 amp circuit breaker protected, 12/3 gauge wired power strip provided. 1.10 The following optional 19 inch rack mount enclosure items are required. All panels, drawer fronts and doors power coated exterior finishes must match the enclosures. Test Turbine Control and Data Acquisition Short Enclosures 2.1 Twenty one short vertical enclosures with exact matching power coat matt finishes to the tall enclosures are required. 2.2 Each enclosure must support the standard 19 inch width, rack mount equipment and have a 15U (26.375 inch) internal vertical panel opening. 2.3 Each enclosure frame will be made of 14 gauge steel or better and support a minimum of 3500 lbs. total static load. 2.4 Each enclosure cannot exceed an outside height dimension of 30 inches and must match the width and depth dimensions of the tall enclosures. 2.5 The enclosure frames must be able to be solidly bolted together and to the tall enclosures. 2.6 All the enclosures will have a solid 15U (26.219 inches) front steel filler panel with matching matt power coat finishes installed. 2.7 Four each outside mounted enclosure solid side steel panels, with matching matt power coat finishes are required on the end of each assembly. The two exposed end side panels must have a non-tool twist latch type fasteners and the other two will have flush type fasteners for panel removal. 3. Control Room Test Engineering Monitoring U-Shaped Desk assembly 3.1 The desk assembly outside dimensions cannot exceed 220 inches, ± 1 inch, measured along its back edge (against the wall) long axis, and have the left wing (facing wall) at 130 inches, ± 1 inch and the right wing at between 106 and 112 inches. The desk wings are measured from the back edge of the long axis. The desk writing surface height will be 29.5 inches, ± 1 inch measured from the floor. 3.2 The desk assembly base support frame must be able to be solidly bolted together with the top firmly attached. 3.3 The U-shaped desk assembly must support a minimum of six work positions of at least 34 inches in width and 28 inches in depth of work surface each. Each work station must support a clear under desk knee well of a minimum of 30 inches wide and 19 inches deep per position. The desk must meet minimum ADA requirements. 3.4 The desk assembly must support six mid-tower PCs stored under the desk top, one PC at four work stations and two at the largest (back wall) station. The PCs must be able to be placed parallel to the back desk edge to allow for a minimum of a 14 inch leg clearance under the desk at each work station. 3.5 The desk assembly must support six pairs of 24 inch flat screen monitors. Each pair of monitors will be attached to a raised (off the writing surface), dual articulated arm assemblies. 3.6 All desk top surface substrate segments must be solidly joined together creating a level uniform surface using biscuits and hardware clamping. 3.7 The writing surface must be a hard laminate of.035 inches or better in thickness. The laminate will be an accurate dark wood simulation exactly matching all other control room writing surfaces. 3.8 All the laminated surfaces mating seams must be level, parallel and have a gap within.060 of an inch maximum. 3.9 The laminate will be an accurate dark wood simulation matching all other control room writing surfaces. 3.10 The entire desk top perimeter edge thickness will be protected with a hard rubber or plastic edge molding. The molding will have a depth thickness of at least.375 inches at its thickest point. The molding must have rounded corners and rounded top and bottom surface edges. 3.11 The desk top will support 200 lbs. static load or greater at each segment. 3.12 The desk assembly must have twelve, 6 outlet, 20 amp circuit breaker protected, 12/3 gauge wired power strips provided. 3.13 The desk top will have six, 2 inch in diameter, cable pass through cutouts installed near its back edge. The cutouts will be located in the final approved assembly drawing. The cutouts will have full diameter grommets installed. 4. Customer Support Desk and Hutch Assembly 4.1 One desk and hutch assembly is required. The assembly must be between 118 and 122 inches in width and not exceed inches in depth. The desk must support at least three work positions with a clear under desk knee well of a minimum of 30 inches wide and 19 inches deep per position and /or meet ADA minimum requirements. 4.2 The desks writing surface height will be 29.5 inches, ± 1 inch, measured from the floor. These writing surfaces must exactly match the enclosure and the “U” shaped desk writing surfaces. 4.3 The desk assembly base support frame must be able to be solidly bolted together with the top firmly attached. 4.4 All desk top segment substrates must be solidly joined together creating a level uniform surface using biscuits and hardware clamping. 4.5 The desk top will support 200 lbs. of static load or greater. 4.6 The writing surface must be a hard laminate of.035 inches or better in thickness. The laminate will be an accurate dark wood simulation matching all other control room writing surfaces. 4.7 The entire desk top perimeter edge thickness will be protected with a hard rubber or plastic edge molding. The molding will have a depth thickness of at least.375 inches at its thickest point. The molding must have rounded corners and rounded top and bottom surface edges. 4.8 The desk legs must match the Control Room Test Engineering Monitoring U-Shaped Desk assembly. 4.9 The desk assembly must be able to store four mid-tower PCs with access doors in the front and solid panels in the back. 4.10 The desk assembly will have four, 2 inch in diameter, equally spaced, cable cutouts installed in the desk top. The cutouts will be located in the final approved assembly drawing. The cutouts will have full diameter grommets installed. 4.11 The desk assembly will have two six outlet, 20 amp circuit breaker protected, 12/3 gauge wired power strips installed. The power strips will be mounted equally spaced, in the PC storage areas. 4.12 The hutch will span the entire width of the writing surface with the top of 15 inches deep and 20 inches above the writing surface. The top must be able to support at least 50 lbs. of static load. 4.13 The hutch will have an enclosed back panel of the same material and thickness of the sides and top of the hutch assembly. The back panel will have four, 2 inch in diameter, equally spaced, cable pass through cutouts installed at its base. The cutouts will have full diameter grommets installed. 4.14 The hutch will have task light installed able to illuminate the entire work surface. The light will be mounted on the bottom side of the top panel. 4.15 The hutch will have two six outlet, 20 amp circuit breaker protected, 12/3 gauge wired power strips installed. The power strips will be mounted equally spaced, on the inside back panel, above the cable access cutouts. 5. Vender Supplied Drawings 5.1 The vender must supply detailed, dimensionally scaled drawing(s) showing the physical placement of all the above listed items in the control room. 5.2 The drawings must show actual physical appearance of all the supplied enclosures, test engineering monitoring U table, and the customer support desk-hutch assembly. 5.3 The vender must be able to supply paint and laminate colors, textures and patterns options in chips and/or samples. 5.4 The drawing(s) must show all cable cutout locations, cable management accessory items locations, power strip mounting locations, monitor mounting options and solutions for final approval. 6.Delivery 6.1 Delivery of all five line items must not be more than eight weeks after receipt of order.
