- Essential Parts Replacement Program RFI updated 1 March 2010 Please reference the attached documents. Please reference Essential Parts Replacement Program RFI, Instructions For Respondents: Instructions for Respondents to the RFI 1. Respondents must have an established, mature product that meets (or can be modified to meet) or exceeds the requirements listed above. 2. Respondents should submit questions and comments regarding the attached update to the draft technical documents for this effort in writing to the Primary Point of Contact (POC) for this effort. 3. Respondents must provide answers to the following: a. Please describe how you deal with diminishing manufacturing sources and material shortages (DMSMS) issues. b. Please describe how you will ensure system operational availability of individual radars of.996 for the replaced parts and ensure graceful degradation of the radar system if parts fail. c. Please describe prior experience in accomplishing same/similar work relative to the requirements listed above. d. Please list any anticipated Government Furnished Equipment (GFE) and/or support required to complete the entire effort. e. Please provide a rough cost estimate and project schedule, including a rough order of magnitude estimate for integrating the IFF with your proposed radar and delivering 29 IFF systems with appropriate sparing. f. If you win the contract, do you intend to accomplish production in-house or subcontract it out? g. Please tell if you company is International Organization for Standardization (ISO) quality certified (or equivalent) as well as the current level of Capability Maturity Model Integration (or equivalent) attained. h. Please describe your process for identifying and selecting non-developmental items, e.g., IFF with mature design, for integration with your radar system. i. Please describe your experience with integrating IFF systems with your radar systems. j. Please describe your experience in ensuring equipment is capable of remote operations, remote control, system health/status reporting, and remote troubleshooting and diagnostics. k. Please describe your risk management process, i.e., how would you manage the risk of your selected IFF not being available at the required time. l. Please describe your experience in working with International Traffic in Arms Regulations (ITARs). m. Please describe your experience in working with open system architecture, both software and hardware. n. Please describe how you determine maintenance concepts. o. Please describe the data rights to be provided with your solution. p. If you are not a small business, how do you intend to incorporate small businesses into your business plan for this effort? q. Please describe your knowledge of US and Canadian environmental laws and regulations. * Please provide any responses and/or comments to the RFI by 15 March 2010.*
