- Amendment 2 to DARPA-BAA-10-20 Deep Sea Operations (DSOP) The purpose of Amendment 2 to DARPA-BAA-10-20 Deep Sea Operations (DSOP) is to provide answers to the questions received to date. The following solicitation questions and answers are provided and continued from amendment 1, question 6: Q7. Where is the link to request the classified information? Nothing requesting CAC card or SIPRNET access. A7. Section 4.1, and Attachment A of the BAA provides the instructions to request the material. "This solicitation (DARPA-BAA-10-20), the DARPA-BAA-10-20 Addendum (FOUO), and the Security Classification Guide (DARPA-SCG-654) constitute the total BAA. These three documents contain all information required to submit a proposal. A copy of the Security Classification Guide and Addendum can be requested via email: BAA10-20@darpa.mil." The form (Attachment A) requires your cage code so that we may verify your ability to receive the classified information. If we determine from the form that your company is a DoD contractor, but that it does not have the ability to receive classified information, we will only forward the FOUO data. Q8. We cannot find reference to "Security Classification Guide (DARPA-SCG-654)" anywhere on the public NET. This is also not available as a link from Fed Biz OPPS. A8. The Security Classification Guide is provided with the BAA Addendum to qualified offerors upon request using the form provided as Attachment A of the BAA. Q9. Please clarify how the word "Proposers" is meant in the following: Page 11 of the BAA states: "Proposers must have existing and in-place prior to execution of an award, approved capabilities (personnel and facilities) to perform research and development at the classification level they propose but at least Secret." Is this Proposes as in the group applying to the BAA (submitters) or Proposes as within the submitters groups? (Company, company, government teams) A9b. Proposes should read as "Proposers". The proposer is the contractor submitting the proposal. The proposer needs to minimally have a facility clearance and personnel to support Secret level work for the proposal to be considered. This is further clarified in BAA Section 1.1, where the third paragraph states: "For proposal to be considered, proposers must have at least a secret facility clearance and evidence of the capability to conduct secret level research. Offerors are strongly encouraged to review the addendum to this BAA before considering a proposal submission. Section 4.1, and Enclosure A, provide the instructions to request the material." Q10. I am curious about the number of copies required. It states that 1 original and 9 copies are required. Do you require this for each volume, meaning 1 original and 9 copies of each volume totaling 20 binders or 1 original and 9 copies of the entire proposal? A10. Section 4.3.1 Proposal Information in the BAA states: Proposers must submit an original and nine (9) copies of the proposal and two (2) electronic copies of the proposal [in PDF (preferred)] on a CD-ROM. Specifically, for the paper submission this means one original of both the cost and tech and 9 copies of the cost and tech for a total of 20 volumes.
