Description
THIS IS NOT A REQUEST FOR PROPOSALS, AN INVITATION FOR BIDS, OR A REQUEST FOR QUOTATIONS. FURTHER, IT DOES NOT REPRESENT A COMMITMENT BY THE GOVERNMENT TO PAY FOR COSTS INCURRED IN PREPARATION AND SUBMISSION OF DATA OR ANY OTHER COSTS INCURRED IN RESPONSE TO THIS ANNOUNCEMENT. This is a Sources Sought notice with the intent to award a sole source contract to Data I/O Corporation (Data I/O) under the authority of FAR 6.302 based on Data I/O's unique technical qualifications as the only known manufacturer and provider of the Data FlashPak III solid-state memory programming system as described below. The Safety Board knows of no other source for this specific memory reading device. The requested programming system must be able to utilize the existing FlashPak II adapter boards that the Government already owns. This programming system is only known to be available from the Original Equipment Manufacturer (OEM), Data I/O. Notice is provided as information to the marketplace, market research, and is an invitation for any other qualified companies to express their interest in and demonstrate their capability to provide equipment that performs the required work. Background The National Transportation Safety Board (NTSB) has a requirement to purchase one (1) Data FlashPak III solid-state memory system. In order to successfully readout damaged solid-state flight data and cockpit voice recorders, the NTSB must have a currently supported solid-state memory readout and programming tool. The NTSB currently utilizes a Data I/O FlashPak II programming system which is no longer supported by the manufacturer, Data I/O. Additionally, the NTSB has made a significant investment of discrete memory device adapters that are needed to recover data from the various memory devices that the NTSB sees from accident recorders. The existing FlashPak II adapter boards that the Government already owns are able to be used in the new FlashPak III programming system. The NTSB current Data I/O FlashPak unit is no longer supported by the OEM. A replacement unit must be purchased to fully utilize the extensive inventory of memory socket adapters currently owned by the Government. The FlashPak III solid-state programming system is unique in that it is only known to be available from the OEM, Data I/O. Additionally, the Data I/O FlashPak III system is unique in that it is the only known programming system that the existing FlashPak II adapter boards that the Government already owns are able to be used in. Therefore, in order to recover data from accident electronic recording devices recovered after an accident, a replacement Data I/O programming system must be utilized. Required Capabilities The National Transportation Safety Board (NTSB) has a requirement to purchase one (1) Data FlashPak III solid-state memory system. In order to successfully readout damaged solid-state flight data and cockpit voice recorders, the NTSB must have a currently supported solid-state memory readout and programming tool. A contractor capable of providing such a system must demonstrate that its programming system can utilize existing FlashPak II adapter boards that the Government already owns. Further, a contractor must demonstrate that the capabilities of its proposed system is greater than or equal to the capabilities of the Data FlashPak III solid-state memory system. Sources capable of fully satisfying the above requirements are invited to submit capability statements/expressions of interest providing the Government the necessary information to determine actual capability. At a minimum, this information, which must be prepared specifically in response to this notice should, must include: (1) identification of company or organization; (2) an assertion of existing, full capability to meet proposed requirements; (3) business/contracts/marketing office point(s) of contact; (4) notification of business size and /or special status; and (5) any additional information that may be useful to the successful procurement of the requirements, if solicited. These expressions of interest shall adhere to a five (5)-page submission limit plus web links and any specialized product descriptions. The statement of qualifications should include only information that clearly demonstrates the respondent's capabilities, expertise, and experience to provide the requirements described in this notice. General marketing material should not be included. The NTSB prefers that companies do not submit proprietary material. However, the Government recognizes that proprietary data may be a part of your submittal. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a capability statement, which shall be considered by NTSB. Parties must submit information within five (5) days of publication of this notice. NTSB will not return capability statements and the supporting documentation submitted in response to this notice. Telephone responses and inquiries will not be accepted.
