- The project is to repair roads and construct organizational parking at Detroit Arsenal; work is spread between seven different project sites. The following ARRA clauses will be included in the solicitation/contract: FAR 52.225-23, American Recovery and Reinvestment Act of 2009 (the Recoery Act)--Buy American Requirements for Construction Material; FAR 52.203-15, American Recovery and Reinvestment Act of 2009 (the Recovery Act)--Whistleblower Protections and FAR 52.204-11, American Recovery and Reinvestment Act of 2009 (the Recovery Act)--Reporting Requirements.Note: This procurement is 100% set aside for Small Disadvantaged Business 8(a) set aside procurement.
