- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures under the test program for commercial items found at FAR 13.5, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both FEDBIZOPPS and NECO (https://www.neco.navy.mil/ ). RFQ number is N00189-10-Q-0925. This solicitation documents and incorporates provisions and clauses in effect through FAC 2005-12 and DFARS Change Notice 20091229. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The NAICS code is 423730 and the Small Business Standard is 100. This is a 100% Small Business Set-Aside. The FISC Norfolk Philadelphia Office requests responses from qualified sources capable of providing: CLIN 0001 A/C Unit Mcquay Model RCS040D, R-410A refrigerant, galvanized steel with powder coat paint finish, frame and panel type construction, stamped louver panels, high efficiency Copeland scroll compressor, inherent high temperature protection, copper tube and aluminum fins condenser coil, field seat refrigerant connections, crankcase heaters (standard on 6-20 ton models), low ambient pressure sensitive fan cycling control (allows operation down to 0 F), 4 step capacity control, microchannel coil with sealtite cond! uit, piping option hotgas bypass circuit 1,2. CLIN 0002 Evaporator Coil Mcquay Model E5N, 5/8 inch, normal, nominal tube OD 5/8 inch coil, serpentine standard circuiting-all rows, 8 fins per inch, 6 rows deep, EF fin style, 45 inch fin height, 107.50 inch fin length, horizontal air flow, casing style unit cols-flanged casing, LSL style replacements, galvanized steel casing, capillary tube diameter 730 total feeds, R410A refrigerant type, standard smooth bore coil tube,.020 inch copper wall (nom),.0075 aluminum fins, ODM (male) copper tube connection, 6 inch suction connection length, 180 degrees to slab suction connection direction, header plate flange dimension 1 inch, side pate flange dimension 1 inch. Delivery is 8 weeks after date of contract F.O.B. destination to Navy Public Works, Mechanicsburg, PA 17050. Responsibility and Inspection: unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. Alternate I of 252.225-7036. 252.225-7038, Restriction on Acquisition of Air Circuit Breakers. The Year 2000 Warranty - Commercial Items applies. PINEWOOD NEMATODE FREE SOLID WOOD PACKING MATERIAL (SWPM)(NAVSUP) (a) Definition. 'Pinewood nematode' as used in this provision, means a microscopic roundworm that has infested coniferous (softwood) trees. (b) All non-manufactured wood lumber, pallets, boxes, crates, containers, reels, blocking and bracing, dunnage, drums, etc. for all shipments are required to be certified pest-(pinewood nematode) free. All wood pallets, boxes, crates, containers, reels, blocking and bracing, dunnage, drums, etc. ordered/delivered from vendors/suppliers shall be heat-treated and marked to the American Lumber Standards Committee (ALSC), NMWP policy and enforcement standards. The approved method for ensuring NMWP material is pinewood nematode free is as follows: (i) Heat-treated to a minimum core temperature of 56C (133F) for at least 30-minutes in a closed chamber that has been tested, evaluated, and approved officially for this purpose. In addition, the susceptible wood shall display an officially approved heat-treated marking enabling the identification of where and by whom the above treatment has been carried out. (c) All bulk limber procured for the fabrication of pallets, boxes, crates, containers, reels, skids, blocking and bracing, dunnage, drums, etc., shall be certified and marked as a part of the fabrication process, to the ALSC NMWP policy and enforcement standards. Vendors/Suppliers using ALSC-certified lumber to make or repair wooden boxes, crates, skids, containers, pallets, reels, drums, etc., must have formal processing procedures and documentation to ensure that only certified lumber leaves their fabrication point. (d) This provision is self-deleting if no solid wood packing materials are being shipped. (End of Provision). This announcement will close at 4:30 PM on 16 MAR 2010.
