Description
This notice is a Request for Information (RFI), not a Request for Quote (RFQ). The Bureau of Engraving and Printing (BEP) is seeking sources for the acquisition of Vis/NIR spectrophotometer, which provides diffuse reflectance spectral measurements in the visible and NIR (near-infrared) regions. If your company is able to offer this supply please respond via the email below. Include the following information: company contact information, business size classification, estimated pricing, company literature, and DUNS number. The NAICS code for this RFI is 334516. At this time, the BEP is not intending to purchase any particular product. Market research is being conducted to determine interest and capability of potential sources for this requirement. Interested parties may submit questions prior to the closing date. The BEP is interested in a spectrophotometer that shall do the following: 1. Measure the diffuse reflectance spectrum of different types of paper in the wavelength region of 350-1750nm 2. The sample spot size (Reflectance Port) will be variable ranging from about 2.5 cm to about 0.1 cm in diameter. 3. The instrument should be capable of measuring spectral reflectance to an accuracy of ± 1% in the entire range specified and a repeatability of ≤ ± 1%, 3sigma. 4. The spectrometer must acquire a spectrum for the defined range above in less than 3 seconds. The data transfer rate must likewise be very fast. 5. All the vital components of the spectrometer shall be contained in a dust-proof enclosure and electromagnetic interference (EMI) sealed. 6. The spectrometer shall operate in a quality control laboratory with an environment as defined by TAPPI Method T402 Standard Conditioning & Testing Atmospheres for Paper, Board, Pulp Hand Sheets and Related Product, i.e., 23.0 ± 1.0°C and 50.0 ± 2.0% relative humidity. 7. The instrument shall be equipped with well-developed and fully-tested software to operate the spectrometer, perform calibration, process and analyze data, and print out reports for quality assurance to fulfill ISO 9001 (International Organization for Standardization) certification at the spectral range of 350 - 1750 nm. 8. The spectrometer shall be equipped with proprietary software or seamlessly interfaced with other commercially available chemometrics (multivariate) software to perform Discriminant Analysis. 9. The spectrometer shall be equipped with proprietary software or seamlessly interfaced with other commercially available software to determine various color space parameters including CIE = L*, a*, b* color values. The software must also be able to calculate a Color Difference (Delta-E). 10. The instrument company shall provide good technical support for instrument installation, post-sale service, and ISO 9001 calibration. 11. Other capabilities and requirements of the instrument to measure spectral reflectance are as follows. The instrument shall have: a. Appropriate light source(s). b. Adequate S/N to meet the accuracy and precision requirements stated above. c. NIST (National Institute of Standards and Technology) traceable reflectance calibration standards. d. The spectrometer shall be compact with a small foot print. e. A printer interface. f. Exportability of raw spectral data in ASCII (or other excel readable format), including dark, reference, and sample Dual beam is preferred but a single beam will be acceptable.
