- The Naval Air Systems Command (NAVAIR) intends to award a base plus one option year Firm Fixed Price delivery order to MOOG, Inc. 300 Jamison Rd. East Aurora, NY 14052-1234 using authority FAR Subpart 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements for the procurement of F/A-18 A-D Leading Edge Flap Mechanical Drive Group System. NAVAIR intends to procure approximately 700 Torque Tube Outline Flap System (part number 2022616-11-1). This part is a shaft assembly outboard of the transmission assembly which will change in length to accommodate the longer transmission assembly. NAVAIR will also procure approximately 700 Over Travel Stop/Torque Limiter Assembly (part number CA60722-001). The improved over travel stop module will be of a more robust design, capable of stopping a runaway inboard leading edge flap (LEF). The improved Torque Limiter will also be of a more robust design and will include features to indicate brake wear and tripping. These parts address a critical F/A-18 A-D safety issues as up to date unconstrained inboard Leading Edge Flap runaways have lead directly to several Class A flight mishaps. These parts are available only from the Original Equipment Manufacturer who has been previously selected as sole source vendor to redesign required components; award to any other source would pose enormous delays to incorporating this safety of flight change resulting in significant risk to aircraft and/or pilot.
