- The Smithsonian Astrophysical Observatory (SAO) intends to award a Sole Source, Cost Reimbursement type contract, under Federal Acquisition Regulation (FAR) part 35, Research and Development Contracting to: Massachusetts Institute of Technology (MIT) Haystack Observatory, 77 Massachusetts Ave., Cambridge, MA 02139. MIT Haystack Observatory will provide development and test support to SAO for the Murchison Widefield Array (MWA) project. MIT Haystack Observatory has played a lead role in the US MWA development effort to date, developing key components of the hardware and software. As a result of its familiarity with the MWA system design and both hardware and software development, MIT Haystack has unique knowledge and expertise that cannot be obtained from another source without adding significant schedule delay and substantially increased cost and risk to the project and potentially risking mission success. This notice of intent is not a request for competitive proposals. A determination by SAO whether or not to compete this acquisition based upon any responses to this notice is solely within the discretion of SAO.
