Description
The USDA Forest Service, Boise National Forest, intends to acquire by contract the reconstruction the Silver Creek Campground. This project consists of reconstructing a campground area and two group areas on the Emmett Ranger District on the Boise National Forest. Major items of work include: construction of new campground roads, parking areas and parking spurs; removal and disposal of existing structures; construction of new aggregate surface family units with site furniture; construction of tent pads; construction of new pathways; construction of aggregate and concrete surfaced group areas with tables, fire rings, serving tables and grills; constructing a rockery retaining wall; installation of a new water system including a well, utility building, solar powered submersible pump, tank, distribution lines and hydrants; seeding; and construction of other site features (site identification and traffic control signs, culverts, concrete curb stops, bulletin boards, and fee tubes). The project is located in the Emmett Ranger District of the Boise National Forest, Emmett County, Idaho, in Sections 36, T12N, R5E at the junction of Nation Forest System Road (NFSR) 671, and NFSR 671W1. The Forest Service intends to issue a solicitation for this project utilizing FAR Part 15 procedures for contracting by negotiation. This acquisition is 100 percent set-aside for HUBzone Business concerns. A single firm-fixed price type contract will be awarded to the responsible Offeror (IAW FAR Part 9, Contractor Qualifications) whose proposal is of the overall best value to the Government in accordance with the evaluation factors outlined in the solicitation. Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about March 15, 2010. The period of performance for this project will be 180 days from issuance of a Notice to Proceed, which is anticipated to be issued on or about 15 May, 2010. All responsible sources may submit an offer which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render an offeror ineligible for award.
