Posted Date: March 1, 2010 CONTRACT INFORMATION: THIS IS A SOURCES SOUGHT NOTICE ONLY. THIS IS NOT A REQUEST FOR PROPOSALS. THERE WILL NOT BE A SOLICITATION, SPECIFICATIONS, OR DRAWINGS AVAILABLE. The Tracking No. for this announcement is W91238-10-S-0060. The purpose of this Sources Sought notice is to gain knowledge from potential small business contractors who are interested and have the capability and qualifications to complete and perform the below described construction services. The 2007 North American Industrial Classification System (NAICS) code applicable to this project is 237990 Other Heavy and Civil Engineering Construction and the small business size standard is $33,500,000 US dollars. The SIC is 1629Heavy Construction, Not Elsewhere Classified and the Federal Supply Code is Z299Maintenance, Repair or Alteration of Real Property. The Government will use responses to this Sources Sought notice to make appropriate acquisition decisions to solicit this project as either competitive: Service Disabled Veteran Owned, 8(a), HubZone Small Business or Unrestricted. The Government anticipates using sealed bidding procedures to evaluate bid that will result in award of a firm-fixed-price contract to the responsible offeror whose bid, conforming to the solicitation, and is the most advantageous to the Government, considering only price and the price-related factors included in the invitation. The Napa Creek Project, Napa, California, price range is estimated between $25,000,000 ~ $100,000,000 US dollars. Public bid opening procedures are applicable to the solicitation. A firm-fixed-price competitive contract is anticipated to be awarded using sealed bidding evaluation criteria. General Description of Work: The Napa Creek Project, Napa, California The Napa Creek Project consist of two large two-barreled diversion culverts, grade control structures, scour aprons, and bank protection along Napa Creek starting from its confluence with the Napa River and proceeding upstream approximately 3500 feet to Jefferson Street. The downstream diversion culvert is approximately 464 feet in length and the upstream diversion culvert is approximately 452 feet in length. Each diversion culvert is a two cell reinforced concrete box (each cell being 11 feet wide by 12 feet high). Work also involves general demolition, tree removal, re-plantings, detours, parking lot reconstructions, intersection and street reconstructions, bridge demolitions, the Behrens Street bridge replacement, cul-de-sac improvements, retaining wall construction, utility relocations, and terrace grading. Bank protection includes riprap along with a number of bio-engineering measures including in stream woody material, vegetated reinforced soil slopes, and significant plantings. General Information: The Capabilities Statement for this Sources Sought is not expected to be a bid, but rather short statements regarding the companys ability to demonstrate existing-or-developed expertise and experience in relation to the areas specified herein. Any commercial brochures or currently existing marketing material may also be submitted with the Capabilities statement. Submission of Capabilities statement is not a prerequisite to any potential future offerings, but participation will assist the U.S. Army Corps of Engineers in tailoring requirements to be consistent with industry capabilities. This Sources Sought notice is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents will not be notified of the results of the evaluation. Submissions that do not meet all requirements or submitted within the allotted time will not be considered. Include in your Capabilities Statement: 1) State your Small Business Status (i.e. Hubzone, 8(a), etc.) 2) Ability to obtain bonding coverage of at least $25,000,000; 3) Recent and relevant experience within the last 3 calendar years, for projects of similar size, scope, and complexity; 4) How you will manage work in accordance with FAR 52.219-14(b)(3), Limitation on Sub-contracting: General Construction; 5) All respondents in response to this notice, must identify their business size relative to the NAICS Code.
