- Purpose of Announcement: In accordance with the FAA Acquisition Management System (AMS) Policy 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with Compusearch Software Systems, Inc. via single source procedures. PRISM is a browser based purchasing management system developed by Compusearch Software Systems, Inc. that serves as the FAA's purchasing system. The PRISM commercial off the shelf (COTS) software performs contract management functions and integrates with DELPHI through Oracle/Compusearch Interface (OCI). PRISM is used by more than 3,000 FAA employees to help procure the required supplies and services for the FAA to fulfill its mission. The software products, which the FAA has purchased licenses to use, are the intellectual property of and thus proprietary to Compusearch Software Systems, Inc. Compusearch Software Systems, Inc. is the developer and sole distributor of the PRISM software, which is copyrighted by the United States Library of Congress' Copyright Office. An Award will be made against the Department of Transportation (DOT) Office of the Senior Procurement Executive (OST) Blanket Purchase Agreement (BPA) Number DTOS59-08-A-00019. This BPA is for software license, maintenance, training labor and other services as indicated on the U.S. General Services Administration (GSA) Schedule GS-35F-0585J for the One DOT PRISM consolidation efforts. This announcement is not a request for proposals. The FAA is not seeking or accepting unsolicited proposals. The FAA will not be liable for any costs associated with the preparation of responses to this announcement nor reimburse or otherwise pay any costs incurred by any party responding hereto.
