- RECOVERY - THIS NOTICE IS PROVIDED FOR INFORMATIONAL PURPOSES ONLY AND IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. This acquisition is not a small business set-aside and the NAICS Code is 541611. In accordance with FAR Part 5.7, Publicizing Requirements Under the American Recovery and Reinvestment Act, this requirement is being processed for CIT by the National Library of Medicine (NLM). The objective of this requirement is to acquire non-severable professional Information Technology (IT) management support services to assist the Office of the Chief Information Officer (OCIO), National Institutes of Health (NIH), in ensuring that NIH IT investments funded under the American Recovery and Reinvestment Act (ARRA) comply with all rules and regulations, and are effectively managed using the NIH Enterprise Performance Lifecycle (EPLC) and Capital Planning Investment and Control (CPIC) procedures. The professional IT services will be acquired based on individual task assignments issued on a non-severable basis since they cannot feasibly be subdivided for separate performance by fiscal year. [Reference: FAR 32.703-3]. NLM intends to award this requirement to DUNS# 072648579,ICF Incorporated, LLC; 9300 Lee Highway, Fairfax, Virginia 22031, as a Time-and-Materials (T&M) Task Assignment under National Library of Medicine (NLM) Delivery Order No. HHSN276200700125U that was awarded to ICF on a noncompetitive basis for the requirement entitled IT Research Services. NLM Delivery Order No. HHSN276200700125U was awarded to ICF under its General Services Administration (GSA) Federal Supply Schedule (FSS) Management Oriented Business Integrated Services (MOBIS) Group 874 Contract No. GS-23F-8182H. The MOBIS Categories applicable to this requirement are: 874-1, Consulting Services; 874-2, Facilitation Services; and 874-7, Program and Project Management. The Task Assignment Statement of Work (SOW) is within scope of Class D (IT executive program services, such as peer panels) of the SOW (Revised 03-29-07) for NLM Delivery Order No. HHSN276200700125U. The notice is provided for "information purposes only" under the American Recovery and Reinvestment Act of 2009.
