- Wage Determination The solicitation document Statement of Work (SOW) This Request For Quote (RFQ) is for providing lawn service and other grounds keeping requirements for the National Weather Service (NWS), Weather Forecast Office (WFO) located in Bismarck, ND. Offerors are urged and encouraged to visit the site where the work will be performed. Local vendors will be looked upon more favorably. Please make sure to follow the instructions listed on page 5 of the solicitation document. In order to be considered for award the offeror must submit a quote in accordance with items 1-6 on page 5. Price and past performance will be used to determine best value (page 19 of the solicitation).
