Description

The Naval Air Systems Command, Patuxent River, MD intends to negotiate on a non-competitive basis with Goodrich Aerospace Fuel and Utility Systems (Goodrich), 100 Panton Road, Vergennes, Vermont 05491 for two (2) each commercially-available onboard Integrated Mechanical Diagnostics System (IMDS) kits (P/N K1010-01-09) for the production requirements of the Thailand MH-60S Foreign Military Sales program. Delivery shall be FOB Destination 40 weeks after contract award. It is anticipated that this firm fixed price contract action will be awarded as modification to contract N00019-06-C-0298 with Simmons Precision Products, Inc., DBA Goodrich Aerospace Fuel and Utility Systems. This action is being awarded on a sole source basis to Goodrich in accordance with FAR 6.302-1 “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements;” because Goodrich is the sole developer and manufacturer of the commercially-available IMDS and its technical data and rights. Thus, Goodrich is the only contractor that can meet the Government's requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
