Description
The Air Force Research Laboratory (AFRL) Rome Research Site (RRS) requires a contractor to provide a crane and operators to assist Air Force construction personnel in removing four (4) radar antennas from three (3) self supporting towers and one (1) roof mounted tower. A detailed briefing will be provided during the site visit. Interested contractors are highly encouraged to attend. SITE VISIT is scheduled for 10 AM (ET) Friday 05 March 2010. To obtain site access, contractors must complete the attached Site Visit Reservation form and return to the Contract Specialist no later than close of business Wednesday 03 March 2010. The contractor will assist Air Force personnel in rigging down and loading out each of the antennas, and also any tower structure members that may interfere with the antenna removal. Crane operators will be required to work closely with the respective on-site Air Force Team Chiefs. There will be different chiefs for each of the antenna removals. The heaviest lift will be approximately 11,000 pounds (C-Band Antenna) with lift points about 65 feet above ground level. Highest lift point will be approximately 80 feet above ground level (S-Band Antenna which weighs approximately 10,000 pounds). Roof mounted antenna (L-Band) lift point is approximately 60 feet above ground level and the antenna is located approximately 30 feet from the edge of the roof. The contract awardee must have adequate liability insurance coverage to perform this service. The antennas range in value from approximately $1,000,000 to $20,000,000 each. The NAICS code is 238990 with an associated size standard of $14,000,000 average annual revenue. It is anticipated that this procurement will be a Total Small Business set-aside. Award will be a firm fixed price (FFP) contract resulting from a competitive negotiated Request for Quote (RFQ). NOTE: In order to receive a contract award, if issued, the successful offeror must be actively registered in Central Contractor Registration (CCR - http://www.ccr.gov), Online Representations and Certifications Application (ORCA - http://orca.bpn.gov), and Wide Area Workflow (WAWF - https://wawf.eb.mil).
