Description
Production of Waterways TelevisionI. BackgroundWaterways Television explores the natural and cultural heritage protected by south Florida's national parks, national marine sanctuaries and national wildlife refuges in short, 24-minute episodes to over 4 million potential households. Each segment (usually 2 per episode) of Waterways introduces the viewer to a piece of these public lands and waters, explores what it means to our society, and details what committed people are doing to protect it.Waterways currently airs on 34 public and government stations (52 channels) throughout Florida. In 2004, Waterways was picked up by an out-of-state station-the New York Network, which airs the program on its state university campuses.Waterways is currently a partnership effort between Everglades National Park, the Florida Keys National Marine Sanctuary, and the Environmental Protection Agency (a silent partner).South Florida presents a rare opportunity for a videographer to tell the stories of a complex and threatened ecosystem within a stone's throw of a large urban population. Waterways strives to promote an understanding of science and restoration in the south Florida's ecosystem, inspire curiosity and passion for our public lands, and encourage conservation action.Waterways addresses the hottest issues facing south Florida: Everglades restoration, coral reefs, the future of Florida Bay, and the role of history and culture in Florida's past and future. Its sophisticated production features field footage, interviews, digital illustration, professional script writing and narration, and music to tell these compelling stories and more. It aims to spark people's interest in and passion for our national parks and associated natural areas. Each segment introduces the viewer to a piece of these public lands and waters, explores what it means to our society, and details what committed people are doing to protect it. II. PurposeThe purpose of this contract is to produce a minimum of five (5) episodes per year of Waterways Television to spark people's interest in and passion for south Florida's public lands, including its national parks, national marine sanctuaries and wildlife refuges. III. Scope of WorkEverglades National Park (EVER) is seeking a Contractor for the production and duplication of its environmental education television program, Waterways, presented in cooperation with the Florida Keys National Marine Sanctuary (FKNMS) and the United States Environmental Protection Agency (EPA). Since 1994, the agencies have produced 261 episodes of the program.The Contractor shall provide the National Park Service with all labor, materials, services and facilities necessary for the production of at least five (5) episodes per year of Waterways. This five- (5) episode minimum is contingent on available funding. The Contractor shall work in coordination with Waterways agency coordinators (currently the Florida Bay District Interpreter for EVER and the Communications Coordinator for FKNMS) in the planning and development of storylines, and in the selection of interviewees.The Contractor shall produce at least five (5) episodes per year of a television program that:o is 26 minutes in length (in line with public television broadcast standards).o uses a news magazine format that contains one or two segments per episodeo features a preview of the topics to be covered in each show before the title sequenceo includes approved title sequence and closing creditso includes voice-over narration in addition to interviews with researchers and other topic specialistso includes captioning and is audio-described to comply with Section 508 rules and regulations (Section 508 of the Rehabilitation Act of 1973, as amended). The Contractor may be asked to provide additional services, such as production of promotional spots, remixing of previously broadcast material into new episodes and providing video clips for use on agency websites.The Contractor shall also arrange for duplication of each episode in the quantities and formats outlined in Enclosures 4 and 5; however, the quantities and formats may change as media outlets upgrade their facilities to accept higher-quality formats. The Contractor shall also distribute each episode to media outlets, etc. A.Production Schedule. Everglades National Park and its partners (FKNMS and EPA) anticipate production of at least five (5) new episodes per federal fiscal year (October through September), contingent on available funding.Due to the nature of the Waterways program, which often includes emerging, hot-topic issues, the Contractor must be flexible enough to work on more than one segment or episode at a time. This should prove beneficial to the Contractor by reducing travel costs to the area. B.Production Planning. The Contractor, once selected, will be provided with an episodes' specific topic(s), which will include filming locations and the types of filming required (underwater, aerial, etc.). A list of potential Waterways topics is in Enclosure 3. The agency coordinators shall determine what stories to cover. In coordination with the agency coordinators, the Contractor will develop storylines and decide what interviews are required. The Contractor shall write, film and edit each segment in accordance with the storyline described by the agency coordinators. C.Production. The Contractor shall provide all production services, personnel, supplies, travel, transportation, and equipment to perform in accordance with the requirements of this contract.1.Equipment. Original footage shall be shot on professional-quality equipment, using the best technology available, which includes filming in high definition.2.Interviews. The Contractor shall work in coordination with the agency coordinators to select appropriate individuals to interview. The agency coordinators shall schedule interviews for each story, after consulting with the Contractor regarding availability. Each segment may require filming three to five interviews, although some segments may require more brief interviews. Interviews normally last fifteen minutes to one hour, not including travel time. Occasionally, interviews for more complex stories may take longer. Interviews are normally conducted on location, usually outdoors.3.Script Writing. The Contractor shall perform all writing and editing of scripts, using storylines developed by the agency coordinators in coordination with the Contractor.4.Logistics/Filming. The Contractor must be willing and able to film in various locations in south Florida, specifically in Monroe and Miami-Dade Counties, including Everglades National Park, Dry Tortugas National Park (DRTO), and the Florida Keys National Marine Sanctuary. The Contractor should anticipate travel within these areas for interviews and on-location filming at least twice per 26-minute episode, which normally includes two 13-minute segments.For the five (5) episodes planned for each federal fiscal year, the Contractor can plan for 10 trips between January 1 and September 30; however, the number of times the Contractor travels to the area may be reduced, if more than one segment is being worked on at a time. The Contractor can anticipate traveling to FKNMS four (4) times over the course of the year, DRTO two (2) times, and EVER four (4) times.The Contractor must be flexible regarding filming schedule. Waterways topics often require interviews with researchers and others who have limited time available for interviews or who are in the Florida Keys sporadically. In addition, filming of many topics is weather-dependent. Some filming may be scheduled weeks in advance, while other interviews may be conducted with only a few days' notice.Most filming is done on location, normally outdoors and often under humid, wet, hot or buggy conditions. Filming often requires transportation aboard agency-provided boats, helicopters and/or small planes. The Contractor may be asked to provide or arrange for aerial and underwater videography, although stock footage may be available from the agency coordinators. It is permissible for the Contractor use stock footage from other sources; however, the footage must be of the same area as the topic being covered.Agency coordinators shall review and discuss any draft interview questions with the Contractor prior to filming. Agency coordinators shall provide the Contractor with correct names and titles of interview subjects. The Contractor shall direct all interviews-arranging the scene, positioning the interviewee and interviewer, monitoring sound quality and lighting, and otherwise conducting the interview in a manner that ensures high production values.5. Graphics. The Contractor shall develop graphics, maps and labels as needed to support the storyline. The agency coordinators shall assist in obtaining additional visual materials when necessary.6. Music/Narration. The Contractor shall include professional voice-over narration on all Waterways episodes and use music as appropriate. D.Post Production.1.508 Compliance. Each episode shall be captioned and audio-described to comply with Section 508 rules and regulations (Section 508 of the Rehabilitation Act of 1973, as amended).2.On-screen Menu. DVDs must include an easy-to-use on-screen menu that allows the user to select the Waterways segment they want to view.3.Introductory Footage/Title Sequence/Credits. Title sequence, including graphics and sound, must be similar to previous Waterways segments.Opening credits shall include "Everglades National Park, the Florida Keys National Marine Sanctuary, and the Unites States Environmental Protection Agency present" Closing credits shall include: "Presented byEverglades National ParkNational Park ServiceUS Department of the InteriorFlorida Keys National Marine SanctuaryNational Oceanic and Atmospheric AdministrationUS Department of CommerceUnites States Environmental Protection Agency"4.Review. The Contractor shall provide a written script of all narration and interview material in the program to the agency coordinator to make editorial and other recommendations, such as order of interviews and narration in each segment.The Contractor shall provide a draft version of each episode for review to the agency coordinators or their designees a minimum of three weeks before it is sent to Waterways recipients for airing. The agency coordinators shall respond verbally with approval or requested changes within five (5) business days. Review will focus on overall quality, accuracy, adherence to storyline and sensitivity to program goals. If changes are requested, the Contractor shall provide a revised version within five (5) business days. The agency coordinators must give final approval before the episode is distributed for airing and before the Contractor may submit an invoice for payment. E.Deliverables.Duplication and Distribution. The Contractor shall arrange for duplication and mailing of each episode in the appropriate format to television stations that air (or would like to review for potential airing) Waterways within three weeks of receiving final approval for an episode. The current order is for 86 DVDs (plus 1 master). This order includes copies to agency coordinators. The order may change based on inquiries from other interested broadcast channels, as well as stations upgrading their facilities to accept higher-quality formats. See Enclosure 4 for a complete list of broadcast channels that currently air Waterways.All DVDs or tapes must carry agency-approved labels and in sleeves or cases. All labels must include "Property of the National Park Service."Distribution also includes uploading each segment onto a minimum of two video hosting websites, such as YouTube or ?V? (WPBT-Miami). Waterways segments uploaded to these sights should be on their own "channel" or profile, and at a minimum describe what Waterways is. F.Rights and Releases. The Contractor shall deliver signed releases and/or license agreements for all stock footage, photos, interviewees, talent, music (pre-recorded or original), locations, organizations, and other existing works used under this contract. Exempt from this are agency personnel, stock footage supplied by the agencies, and locations within park and/or marine sanctuary boundaries. All performance, release or copyright fees shall be paid by the Contractor. A release form shall be used for all clearances (except for the exceptions noted above). Failure to provide all required signed releases and agreements in a timely manner will result in the withholding of final payment and may be considered to constitute default as set forth in the clause at FAR 52.229-8.The National Park Service requires unlimited worldwide rights for all original elements of this production. Use of talent, stock footage, pre-recorded music, and archival images shall be cleared for one-time, unrestricted use in this production. These unrestricted rights include: theatrical and non-theatrical, commercial and non-commercial, distribution, exhibition, broadcast, and reproduction rights, both foreign and domestic.The Contractor retains no rights to the production. G.Completion of Project. Upon completion of this project, the agencies shall own and take possession of the master copies of the completed episodes and remixes of Waterways produced during this contract. The Contractor shall return all borrowed slides, videotapes, prints and other materials upon request, but no later than upon receipt of final approval for an episode.It is anticipated that one full episode (one or two segments) of Waterways will take six (6) to eight (8) weeks to complete. H.Inspection and Acceptance. The agency coordinators are responsible for reviewing and accepting all work done by the Contractor, including storylines and scripts, as well as draft and final episodes of the program.The Contracting Officer is responsible for and has the sole authority for directing and/or negotiating any changes in the terms, conditions, or amounts cited in the contract. Increases in the scope of work shall be approved only by the Contracting Officer.Acceptance of the work of this contract and any changes to the terms of this contract shall be made in writing only by the Contracting Officer. I.Schedule of Payments. Upon completion and acceptance of each segment, as well the receipt of a proper invoice, the Contractor shall be paid in full for the hours involved in each segment.
