Description
This is the presolicitation notice for FA4460-10-R-0004 which replaces FA4460-09-R-0002, which had a Sources Sought Notice posted to the Federal Business Opportunities website December 15, 2008. The contractor shall furnish personnel, equipment, tools, materials, supervision, minimal design services, and other items and services necessary to minimally design, manage, and accomplish a broad range of maintenance, repair, alteration, and/or new construction work on various real property facilities. This is a competitive small business set-aside under waiver to the Small Business Competitiveness Demonstration Program. The Government anticipates award of a single Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) contract. The Government will award construction projects through issuance of individual delivery orders against the SABER contract on an as-needed basis. Projects will include, but not be limited to tasks in various trades such as drafting, heating & cooling work, electrical work, plumbing work, carpentry work, pavement work, roofing, demolition, masonry, welding, excavation, landscaping, interior finishes, millwork, etc. The contractor shall maintain an office on Little Rock Air Force Base or within 20 miles of Little Rock Air Force Base in order to receive work requests and other related requirements to accomplish each delivery order. The performance period of the contract shall consist of a base period, and four individual exercisable option years. The Government does not guarantee that any option year will be exercised. The NAICS for this acquisition is 236220 with a size standard of $33,500,000. The minimum amount of the contract will be $25,000 (basic only) which will be awarded at the time of contract award. The magnitude of construction is between $10,000,000 and $25,000,000 with a maximum contract amount of $25 Million estimated at $5 Million per year. Projects will be funded by appropriated or non-appropriated funds on individual delivery orders. Contract award will be based on best value source selection procedures in accordance with FAR 15.3 and applicable supplements. There will be no paper copies of the solicitation distributed. All solicitation information will be obtained through the www.fbo.gov website. Interested parties are highly encouraged to register to receive notifications and should register as an interested contractor on the www.fbo.gov website. Any prospective contractor must be registered in the Central Contractor Registration database in order to be eligible for award. All contractors shall also be ORCA registered (http://orca.bpn.gov). This office proposes to post the solicitation, FA4460-10-R-0004, on or about 25 March 2010 with an estimated 30 calendar day response time. Past Performance information will be required to be submitted by the date specified in the solicitation. Pre-proposal conference/Site visit information will be provided in the solicitation package. All interested parties are encouraged to attend the pre-proposal conference/site visit. No response to this notice is necessary. This notice does not obligate the Government to award a contract and it does not obligate the Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit the requested information and/or proposal. Any questions, requests for information (RFIs) etc. relating to the upcoming solicitation must be submitted in writing via email to the individuals designated in the solicitation. Telephone requests for packages, questions, RFIs etc. WILL NOT be accepted.
