Description
The Chemical Materials Agency (CMA) and the Assembled Chemical Weapons (ACWA) Program are conducting a market survey to identify industrys demonstrated capabilities to provide integration and technical services in support of the CMA and the ACWA, including subordinate mission areas. Required services support the destruction of chemical weapons at Stockpile Sites, the Non-Stockpile Chemical Material Project (NSCMP), Storage Sites, and International Treaty obligations. Key Capabilities Desired: 1. The submitters must have demonstrated experience providing these services at Chemical Demilitarization sites such as Tooele Chemical Demilitarization Facility, Anniston Chemical Demilitarization Facility, Pine Bluff Chemical Demilitarization Facility, Umatilla Chemical Demilitarization Facility, Pueblo Chemical Agent-Destruction Pilot Plant, or Blue Grass Chemical Agent-Destruction Pilot Plant and experience negotiating with the site regulators responsible for these sites. 2. The submitters must demonstrate that they have an existing capability to perform Program Level Services as listed below. Review, prepare, revise and maintain program management and planning and lessons learned documentation. Review, prepare, revise and maintain documentation in support of higher headquarters reviews such as Defense Acquisition Boards (DAB) or Army Senior Acquisition Review Councils (ASARC). Gather, analyze, store, maintain, review and update cost, schedule and performance data for program elements within CMA and ACWA Monitor and analyze cost, schedule, and performance of the overall mission and individual programs and projects within the CMA and ACWA missions. Identify causal factors and recommend approaches to correct cost, schedule or performance problems; perform cost and budget impact studies. Review, develop, revise and maintain cost estimating and tracking model and tools. Review, develop, and revise cost estimates for the overall CMA and ACWA mission and for individual programs and projects within mission areas. Review, prepare, revise and maintain Work Breakdown Structures (WBS), cost Estimating Structures (CES), Organization Breakdown Structures (OBS) and related documentation. Review, develop, revise and maintain CMA/ACWA program management tools for managing cost, schedule, and performance of projects within the mission areas. Conduct studies and analyses to examine cost, schedule, performance and organizational issues. Provide support to meetings and program reviews including preparation of briefing material, minutes, after-action reports and maintenance and tracking of directed actions. Support would include facilitation of meetings to support demilitarization mission (i.e. leadership offsite meetings, Citizen Advisory Commission meetings, etc). Provide support to acquisition reporting and strategic management. Support would include developing, reviewing, updating and maintaining acquisition documents such as Defense Acquisition Executive Summary (DAES), Selected Acquisition Report, DAES charts, Strategic Plan and any other required acquisition reports. Provide integration and technical support for procurement and management of ACWA Test Equipment (ATE) materials; modification and improvement of ATE support equipment; and proactively providing ATE engineering and logistical operations. 3. The submitters must demonstrate that they have an existing capability to perform Field Office Services as listed below. Review, monitor, and evaluate Government and other site contractors documentation and work activities including cost, schedule, and performance documentation and activities. Develop, review, update, evaluate, and validate cost estimates and schedules for facilities, equipment and work activities at the sites. Develop, review, update, and maintain program management tracking tools (such as risk management, schedule management, and earned value management tools). Perform and support surveys and audits in the following functional areas: safety surveys and audits; chemical surety surveys and audits; quality assurance surveys and audits; design configuration surveys and audits; environmental compliance surveys and audits; laboratory monitoring surveys and audits; facility surveys and audits; and process and equipment functional surveys and audits. Provide public outreach support services including staffing of offices at the sites. Review, update, prepare, and maintain site planning, technical, and management documentation, including site project plans, standard operating procedures, training plans and course materials, quality assurance plans, significant activities tracking documents; QA/QC plans; inspection procedures; engineering change proposals; requests for information; requests for equipment or process changes; chemical surety documents; safety documents; inspection and acceptance procedures; test plans; test reports; environmental documents; and public affairs documents. Provide site specific support to meetings and program reviews. Study and analyze site technologies on processes; perform process, operation, and design studies and review equipment specifications. Design tests; prepare, review and revise test plans and test reports; monitor and witness tests; and support and conduct tests, including equipment and facility tests. Monitor and track configuration changes; review engineering change proposals and other configuration change documentation. Perform quality assurance surveys and inspections. Review and analyze monitoring data and procedures and survey laboratory and monitoring operations and equipment. Review Government and contractor documentation for compliance with laws and regulations. 4. The submitters must demonstrate that they have an existing capability to perform Engineering Design Services as listed below. Analyze technical requirements; perform design studies; and prepare designs for equipment and facilities. Fabricate, install and test equipment; analyze data from operations; make recommendations. Prepare technical data packages for facilities and for equipment procurement. 5. The submitters must demonstrate that they have an existing capability to perform Engineering Design Monitoring Services as listed below. Design, fabricate, modify, evaluate, and test equipment for monitoring and analyzing chemical agents and industrial pollutants. Assess chemical agent monitoring systems and procedures (including using Precision and Accuracy determinations and Reliability, Availability, and Maintainability tests and data). Monitor demilitarization operations and facilities for compliance with all regulations and requirements. Prepare, review, and revise chemical agent test plans and test reports; perform and support chemical agent testing; analyze and review chemical agent testing results. Investigate and analyze instrumentation, equipment, and procedural failures in chemical agent monitoring analysis. Provide analytical standards for verification of all laboratory analytical procedures. Prepare, review, revise and implement laboratory quality assurance procedure and programs. Review and monitor laboratory and monitoring operations. 6. The submitters must demonstrate that they have an existing capability to perform Technical Analysis Services as listed below. Analyze, investigate, review, and validate technologies, equipment, and/or processes; perform trade off analyses, failure analyses, and cost benefit analyses; make best technical approach recommendations in support of CMAs mission. Recommend engineering and other solutions and strategies for resolving technical problems with demilitarization and related technologies, processes, equipment and operations. Perform risk assessments and analyses concerning transportation; storage; and mission-related equipment, facilities, construction, systemization, and operations. Monitor, review, and assess technical and other impacts of environmental requirements. Prepare, review, revise, and validate technical documentation, including engineering and other drawings, performance specifications, cost estimates, technical reports, standard operating procedures, engineering change proposals, requests for information, requests for equipment or process changes, and other technical documents in support of the CMA and ACWA mission. Perform technical studies relating to areas of CMA and ACWA mission. Provide findings and recommendations. Perform studies related to demil facility closure. Make recommendations. Perform studies related to base closure and realignment recommendations and statutory requirements. Make recommendations on the impacts to CMA and subordinate mission areas and provide recommendations to address negative impacts. Assist CMA in planning for closure, transfer, or realignment of its depots and operating locations. Prepare contract statements of work and/or specifications for other Government contracts. Perform maintenance on ACWA website portal that includes a document repository and various project management tools. 7. The submitters must demonstrate that they have an existing capability to perform Quality Assurance Services as listed below. Perform quality assurance audits, inspections, and surveys of elements including laboratories within the CMA mission. Prepare, review, revise, validate and maintain quality assurance documentation, including program plans, inspection procedures, and corrective action reports. Review and analyze technical documentation for compliance with quality assurance requirements. 8. The submitters must demonstrate that they have an existing capability to perform Safety, Security, and Surety Services as listed below. Perform safety, security, and surety audits, inspections, and surveys of elements within the CMA mission; review facility, equipment, and process operations for compliance with safety, security, and surety requirements. Prepare, review, revise, validate and maintain safety, security, and surety documents, including emergency response plans, medical plans, program plans; site and facility programs and procedures, laboratory programs and procedures, and other safety, security, and surety documents in support of CMA's mission. Review and analyze technical documentation for compliance with safety, security, and surety requirements. Recommend safety, surety, and security strategies for programmatic, project specific, and site specific issues concerning the CMA mission. Support emergency operations meetings, drills, and actual events as requested by CMA. Prepare, review, revise, validate and maintain documents relating to the medical and health aspects of CMAs mission. Perform root cause analyses; identify and implement corrective actions; establish internal compliance protocol to monitor effectiveness of corrective actions. 9. The submitters must demonstrate that they have an existing capability to perform Training Services as listed below. Prepare, review, revise, validate and maintain equipment, facility, technology, process, and program requirements training documentation, including course materials and training aids, instructional materials, training plans and training requirements. Review, assess, and analyze training plans, programs and operations; perform training surveys and audits to assess training effectiveness and accuracy. Train personnel concerning demilitarization equipment, technologies, processes, and operations, and program and technical requirements. 10. The submitters must demonstrate that they have an existing capability to perform Testing Services as listed below. Prepare, review, revise, and validate test plans and reports. Design equipment, process, agent, facility, and other tests in support of CMA and ACWA and its subordinate program elements; monitor and witness tests; and document test results. Inspect, validate, and assess Government and contractor testing; perform test inspections. This is a request for information ONLY. NO CONTRACT AWARD WILL BE MADE FROM THIS PUBLICATION. There will not be any opportunities for questions or answers related to this RFI. WHITE PAPER PREPARATION AND SUBMISSION: All dependable domestic and foreign sources including, but not limited to, government laboratories and centers, academia, and the commercial sector, are encouraged to respond to this RFI by submitting a white paper. If already involved in a contract with the Department of Defense, include that contract number. Also, the respondent should state if it is a small business. The white paper shall summarize the experience of the contractor in performing the requested services at a Chemical Demilitarization Facility and at CMA or ACWA Headquarters. The white paper shall be limited to twenty (20) pages (8.5inches x 11inches) of English text. It shall be single-spaced, 12 font size with 1 inch left, right, top and bottom margins. Any proprietary data that is intended only for evaluation purposes by the Government must be identified and appropriately marked. See Federal Acquisition Regulation (FAR) 3.104-4; 52.215-1(e). The respondent must also identify all technical data contained in the white paper that is to be treated by the Government as subject to restrictive markings. In the absence of such identification, the Government will assume to have unlimited rights to all technical data in the white paper. The white paper shall be submitted in Portable Document Format (pdf) or Microsoft Word format and include an electronic copy on a Windows compatible CD-ROM. Respondents are responsible to ensure electronic copies on CD-ROM are virus free. Submissions are to be sent to the following address: U. S.
