- Department of Labor, Wage Determination Scope of Work (SOW) for Sludge/Bio-Solids Removal & Disposal Solicitation IBM10R0002 Sludge/Bio-Solids Removal & Disposal (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation is being issued in a Request for Proposal (RFP). (iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 05-38. (iv) Solicitation is restricted to small business participation, all responsible small business sources may submit a proposal which shall be considered by this agency. The North American Industrial Classification System (NAICS) code is 562219 for Other Nonhazardous Waste Treatment and Disposal, with a corresponding small business size standard of $12.5 average annual gross receipts for the past three fiscal years. Contractor must meet the stated NAICS prior to award to be considered. (v) Contractor shall provide unit price(s) with extended totals for Contract Line Item Number (CLIN) 001 through 005, Biosolids Sludge Hauling and Disposal at the quantity stated in the attached bid schedule. (vi) Description of Requirement, see attached solicitation SOW. (vii) Delivery of the material shall be F.O.B. Destination. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial Items, applies to this acquisition (FAR provisions and clauses are available for review at http://www.acquisition.gov). ADDENDA for 52.212-1 included, see attached solicitation. (ix) Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition, see attached solicitation. (x) Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer, see attached solicitation. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. ADDENDA for 52.212-4 is included, see attached solicitation. (xii) The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items, applies to this acquisition, see attached solicitation. (xiii) Additional FAR clauses apply to this acquisition, see attached solicitation (xiv) This solicitation is not a Defense Priorities and Allocations System (DPAS) Rated Order.
