Workload Estimates THIS IS A SOURCES SOUGHT SYNOPSIS FOR INFORMATION AND PLANNING PURPOSES ONLY AND IS ISSUED TO DETERMINE IF THERE ARE CONTRACTORS CAPABLE OF, OR INTERESTED IN, SUPPLYING THE REQUIRED SERVICES.. THE CONTRACTOR WOULD BE REQUIRED TO START WORK ON 1 APRIL 2010 WITH NO TRANSITION PERIOD. THIS REQUIREMENT IS FOR A ONE-YEAR BRIDGE CONTRACT TO PROVIDE CONTRACTUAL COVERAGE DURING THE COMPETITIVE ACQUISITION PROCESS.. CONTRACTOR MUST BE ABLE TO PROVIDE ALL ASPECTS OF THE REQUIREMENTS IDENTIFED BELOW.. THE SUSPENSE DATE FOR SUBMISSION OF CAPABILITIES PACKAGES IS 4:00PM (EST) 5 MARCH 2010. THIS IS NOT A NOTICE OF RFP ISSUANCE.. DESCRIPTION OF REQUIREMENT: The contractor shall furnish all labor, supervision, equipment, tools, materials, supplies as summarized below:. TRANSIENT AIRCRAFT AND AEROSPACE GROUND EQUIPMENT (AGE) MAINTENANCE: Provide transient services to all aircraft transiting WPAFB or deployed for the purpose of project testing, modification, special events, flying mission sorties, conducting temporary duty training, static display or weather evacuations in accordance with (IAW) AFI21-101, Aircraft and Equipment Maintenance Management, http://www.epublishing.af.mil/shared/media/epubs/AFI21-101.pdf ; AFI 11-218, Aircraft Operations and Movement on the Ground, http://www.e-publishing.af.mil/shared/media/epubs/AFI11-218.pdf, and other directives. Manage the WPAFB powered and non-powered AGE fleet. Manage the Transient Maintenance/AGE organization's HAZMAT program. Manage the 88th Air Base Wing (88 ABW) Crash Recovery Program IAW AFI21-101, and other applicable publications and supplements. Maintain a Spectrometric Oil Analysis laboratory and provide Joint Oil Analysis IAW Technical Order (TO) 33-1-37-1. Maintain a library of TOs, regulations, manuals, and other directives.. PRECISION MEASUREMENT EQUIPMENT LABORATORY (PMEL): Provide calibration and repair services of a wide variety of Test Measurement and Diagnostic Equipment (TMDE) in the WPAFB PMEL inventory. Provide calibration and minor repair services on site for TMDE using the Transportable Field Calibration Unit (TFCU), and Jet Engine Test Stand (JETS) at customer sites located in Ohio's geographical area which includes five other states. Provide services to WPAFB to include tenants and other off-base activities through support agreements where level IIC PMEL maintenance support is required. Maintain required PMEL certification from Air Force Metrological and Calibration (AFMETCAL) Program Office.. TRANSPORTATION: Provide transportation services IAW the Defense Transportation Regulation (DTR). Major tasks include:. 1. Traffic Management: Provide guidance, traffic management advice and assistance for the worldwide movement of authorized personnel, cargo, and personal property.. 2. Combat Readiness: Perform all Combat Readiness functions IAW AFI 24-235, Combat Readiness Flight, http://www.e-Publishing.af.mil/shared/media/epubs/AFI24-235.pdf.. 3. Military Air Passenger Terminal (MAPT): Operate the MAPT to support movement of Department of Defense (DoD) military and civilian personnel by military airlift.. 4. Freight Traffic Services: Manage freight traffic to receive in-bound cargo and ensure all authorized DoD cargo is prepared for shipment and reaches destination.. 5. Air Freight Terminal: Operate an Air Freight Terminal IAW Air Force Joint Instruction (AFJI) 24-114, http://www.e-publishing.af.mil/shared/media/ epubs/AFJI24-114.pdf ; AFI 24-203, http://www.epublishing.af.mil/shared/media/epubs/AFI24-203.pdf, and other applicable United States Air Force (USAF) and DoD guidance.. 6. Packaging and Preservation: Perform all packing, crating, blocking and bracing of DoD owned cargo.. 7. Commercial Passenger Movements: Arrange overseas travel of DoD military and civilian personnel, dependents and others IAW Joint Federal Travel Regulation (JFTR) and Joint Travel Regulation (JTR).. 8. Personal Property: Provide counseling, advice training and assistance to military and civilian personnel on movement of personal property.. 9. Material Handling: Move office furniture and equipment, including, but not limited to, desks, tables, cabinets, safes, chairs and miscellaneous boxes on and within 20 miles of WPAFB.. 10. Contingency Support: Provide transportation services specified in the PWS as required to support exercises, real world deployments, natural disasters and other emergencies.. SUPPLY: Perform specified base supply functions using the Standard Base Supply System (SBSS) IAW AFMAN 23-110, Basic USAF Supply Manual, http://www.epublishing.af.mil/shared/media/epubs/afman23-110.pdf, inclusive of all volumes, parts, chapters, paragraphs, sub-paragraphs, attachments, all supplemental requirements and any other regulations that falls within the Base Supply arena. Major tasks include:. 1. Document Control: Maintain all accountable documents. NOTE: WPAFB does not use the Standard Assets Tracking System (SATS). (REF: AFMAN 23-110, Volume 2, Part 2, Chapters 2, paragraph 2.29, 10 & 18). 2. Stock Control: Perform Stock Control functions consisting of requirements and requisitioning (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.33, chapter 9 and 19).. 3. Customer Service: Manage the single point for customers to address questions and register complaints (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.32).. 4. Records Maintenance (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.38 and Chapter 27, Volume 1, Part 4, Chapter 1, Volume 1, Part 1, Chapter 7).. 5. Equipment Management: Manage assets, excluding vehicles, defined as "Equipment" (REF: AFMAN 23-110, Volume 2, Part 2, paragraph 2.40, 2.41 and 2.42).. 6. Mission Capability (MICAP): Provide 24 hours per day, 7 days per week management of requirements ordered against MICAP reportable assets. (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.43).. 7. Demand Processing: Process requests for supplies and non-accountable equipment items (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 11).. 8. Bench Stock Support (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.44). NOTE: Customers will perform inventory and bin their own parts.. 9. Receiving: Process receipt for all items ordered through the SBSS (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.49).. 10. Storage and Issue: Store and issue items ordered through the SBSS (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.50).. 11. Inspections: Inspect items received and stored (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2 paragraph 2.55).. 12. Inventory: Inventory items stored within the supply warehouses (REF: AFMAN 23-110, Volume 2, Part 2, Chapter 2, paragraph 2.56).. 13. Mobility Assets Management: Manage all A, B and C bags on WPAFB, excluding bags owned by the WPAFB Medical Center and the Security Forces Squadron. Manage the 88th Air Base Wing (ABW), Mission Support Group (MSG) armory. (REF: IAW AFMAN 23-110, Vol. 2, Pt. 2, Ch. 22, Ch 10, Ch. 26).. 14. Hazardous Materials (HAZMAT) Management: Manage HAZMAT to include the receipt, storage, issue, inspection, and distribution of HAZMAT (REF: AFMAN 23-110, Volume 2 Part 2, Ch. 2, paragraph 2.53 and AFI 32-7086), Hazardous Materials Management, http://www.epublishing.af.mil/shared/media/epubs/AFI32-7086.pdf, and all Federal and state regulations.. 15. SBSS Computer Management: Manage the SBSS to include 24 hours per day, 7 days per week computer coverage and 2 satellite accounts (REF: AFM 23-110, Volume 2, Part 2, Chapter 2 paragraph 2.46).. Contractors shall be able to demonstrate to our complete satisfaction that they are fully aware of all factors involved in this service contract. Contractor must be able to document that:. a. They have been engaged in this type of service business for at least the past five years;. b. They can provide a list of contracts, with points of contact (identifying contract number, name, phone number, address) that will provide past performance information that will substantiate a high level of professional support within the last five years.. c. They have the necessary equipment, personnel, and financial resources to fulfill the requirements of this contract;. d. That the personnel proposed has the experience and capability to accomplish the services required in the contract.. CAPABILITIES PACKAGE : PLEASE ADDRESS ALL AREAS. All interested firms shall submit a capabilities package that outlines their firm's capabilities in providing all of the above-mentioned services. Contractors are required to provide all management and labor required for the operation and management of the functions listed. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. The capabilities packages should be brief and concise, yet clearly demonstrate an ability to meet the stated requirements. Previous experience in all areas shall be provided. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided. The response shall not exceed 10 single-spaced, 10-point typed pages. Simply submitting a brochures will not be considered adequate for the information requested.. Points of Contact:.
