- COMBINED SYNOPSIS/SOLICITATION UTILITY DISTRIBUTION SYSTEM Solicitation # M67001-10-Q-0066 This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation M6700110Q0066 is issued as a request for quote (RFQ) and this procurement will be conducted utilizing FAR part 13.5 procedures. a.The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-38. This combined synopsis/request for quote is 100% set aside for small business; size standard is 500 employees under the North American Industrial Classification System (NAICS) code of 333319. This procurement is being conducted under 13.5 procedures. FAR 52.212-1 Instructions to Offers--Commercial Items; FAR 52.212-2 Evaluation-Commercial Items. Quote shall include installation at Camp Geiger, Mess Hall Bldg. G640 Camp Lejuene, NC. Jacksonville, NC 28542. CLIN ITEM NAME 01Utility Distribution System (USD) this requirement is to purchase commercial stainless fabricators (UDS) (UL and NSF certified). Unit shall be manufactured with minimum thickness of 16 gauge type, 304 stainless steel minimum, shall include minimum of 200 Amp, 240V and minimum of 3 phase bus bar system with point connection, point of use breakers, branch circuits and point of use receptacles with matching 6-10 ft cord and plug. 1 minimum plumbing riser with looped gas manifold with quarter turn valves and quick disconnects. Hot and cold water single point connections with shut off valves with insulated copper, manifold assembly with quarter turn ball values and quick disconnect hoses. 02UDS INSTALLATION SHALL BE INCLUDED BY QUOTER Additional Information SITE VISIT:.All vendors are highly encouraged to attend a site visit scheduled for Mar. 03, 2010, at 0900 (9:00am Eastern time) at Camp Geiger, NC, Camp Lejeune, Jacksonville, NC. At the site visit all details will be discussed (i.e. specifications, and any foreseen problems). Any changes made to the specification discussed at the site visit are not official unless entered as an amendment to the RFQ. The Government anticipates award of a Firm Fixed Price contract. The Government intends to award one contract as a result of this solicitation; however, the Government reserves the right to award no contract at all, depending on the quality of offers submitted. Basis for Award: Best Value Criteria;1. Technical capability: a.) include layout; easy of connectivity b.) minimum of blueprint detailing placement and configuration.2. Short narrative and/iterative detailed: a.) how connections are mention b.) warranty terms and warranty process3. Pictures and specification on material use a.) appearance and quality4. Price a.) provide a maximum of one (1) page price quote broken down by style and installation.5. Relevant past performance reference identifying p.o.c agency, contract and contract amount. The Quoter is required to provide their Contractors' DUNS Number and Commercial and Government Entity (CAGE) code with their quote. The CAGE code entered must be for that name and address provided by the Contractor. Quoters are required to be registered in the Central Contractor Registration database (CCR), and Wide Area Work Flow database. FAR 52.212-4 Contract Terms and Conditions--Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes of Executive Orders--Commercial Items with the following applicable clauses 8(i), 18,19, 20, 21,22,24,34,39; DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items; with the following applicable clauses: a(i),1,5,18; and DFARS 252.211-7007 Reporting of Government-Furnished Equipment in the DoD Item Unique Identification (IUID) Registry.
