Description
Stress Study Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) subpart 12.6. As supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation (SP4705-10-R-0006) incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-3, effective March 31, 2009. This acquisition is a 100% Small Business Set-Aside (Numbered Note 1 applies). The applicable North American Industry Classification Standard Code is 541720 and the small business size standard is $7,000,000.00. The award will be in accordance with FAR 6.1. The solicitation will result in a firm- fixed price contract with a base year and two (2) option years. Please submit all questions in writing to the Point of Contact by February March 10, 2010. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. The Department of Defense relies for its success upon a healthy and high performing human workforce. The psychological health and fitness of the force is critical to effective functioning. Job stress, whether on deployments or at home, can lead to a range of physical and mental health problems. It is essential then for DoD to understand the sources of stress on its workforce, the underlying psychophysical processes whereby health can be affected, and how to prevent and treat the ill-effects of stress. It is also important to understand the impact of policies and leadership on both stress and reactions to stress in the DoD workforce. The DoD requires science-based knowledge regarding stress, resilience and psychological health of its workforce. The Center for Technology and National Security Policy (CTNSP) can provide the professional scientific and research expertise needed to meet the goals of the project as outlined in Section 3, Objectives. This calls for a professional research psychologist with extensive skills and background in the design and conduct of relevant research projects, as well as analyses of data and authoring of effective oral and written reports. This support will require technical/scientific expertise as well as an understanding of the national security environment and workforce, including military and civilian personnel.
