This synopsis is being posted to the Federal Business Opportunities (FBO) website located at http://www.fbo.gov, the Navy Electronic Commerce on Line (NECO) website located at https://www.neco.navy.mil/, and the Naval Surface Warfare Center, Crane Division, Acquisition website located at http://www.crane.navy.mil/acquisition/synopcom.htm. FBO is the primary point of entry to be used when access to synopses and solicitations from the World Wide Web is required. However, the NECO webpage as well as the Naval Surface Warfare Center, Crane Division, Acquisition webpage serve as alternatives if the FBO website is unavailable.MARKET SURVEY - SOURCES SOUGHT SYNOPSISUnited States Special Operations Command (USSOCOM) Special Operations Research & Development Acquisition Center (SORDAC) - Special Programs (SP) and Special Operation Forces Warrior (SW) are responsible for managing the development, acquisition, fielding, and sustainment of visual augmentation systems to meet the critical needs of Special Operations Forces. USSOCOM SORDAC-SP and SORDAC-SW are interested in receiving white papers to address new Digital Night Vision Imaging technologies for head-mounted systems that may be applied to its mission areas. White papers may be submitted by any government or non-governmental entity including commercial firms, non-profit organizations, and institutions of higher education with degree-granting programs in science and/or engineering (universities), or by consortia comprising such concerns. USSOCOM SORDAC-SP and SORDAC-SW encourages participation by small business, small disadvantaged business, HUB Zone small business, woman-owned small business, veteran-owned small business, and historically black colleges and universities.Papers should be for technology development, exploitation and experimentation directed toward advancing the state-of-the-art or increasing knowledge or understanding. Papers will be evaluated for potential development programs including Defense Acquisition Challenge, Foreign Comparative Test, and Small Business Innovative Research. Additional objectives are to define and develop technologies which have potential for future integration into system designs. The specific area of interest is listed below:.Head/Helmet Mounted Digital Technology at the Budget Activity 2 (Applied Research) and higher level. Technologies at a Technology Readiness Level of 4 or higher are of the most interest with the following characteristics.?Digital Image Sensors with high pixel counts (Megapixel and higher) and good performance at low light levels (starlight, overcast starlight conditions). ?Low Size, Weight and Power (SWaP)?Micro Display Technology for Head Mounted Applications with SXGA or higher resolution. ?Display Technologies and components for head mounted applications. ?System Designs (Monocular, Binocular, Clip-On) that fuse multiple sensors.?Systems that equal or surpass Night Vision Goggle performance (AN/PVS-14,PVS-15) including Detection, Classification, Identification ranges as well as improved Situational Awareness and Contextual Understanding.?Snellen 20/20 vision at overcast starlight conditions sought. ?Digital Signal Processing techniques and technologies that offer improved imaging quality, digital fusion of multiple sensors, improved power management, or other benefits for head-worn applications.?Other Technologies, Components, Subsystems or Systems for Head Mounted Digital Systems that provide the following capabilities are also of interest.1.Increased Field of View (greater than 60 degrees)2.Improved Depth Perception3.Allows Rapid Transition from Low Light to High Light conditions and back4.Net-centric information technology5.Helmet Mounts that reduce the profile (raised and lowered), reduced size and weight, provide data/power transmission, etc.Interested parties are strongly encouraged to submit an initial synopsis (commonly referred to as 'white paper'). This white paper should not exceed 10 pages, with an executive summary (short paragraph) on the effort, a technical description of the effort, a preliminary schedule, identification of risks, current Technology Readiness Level (TRL) and a rough cost estimate. Offerors should submit the white papers electronically. Offerors who submit acceptable white papers prior to 5:00 PM (EDT) on 2 April 2010 may be given the opportunity to brief their submittals at the USSOCOM Digital Technology conference held in Tampa, FL. Specific times and places for the briefings will be coordinated through the USSOCOM SORDAC-SP and SORDAC-SW office. The USSOCOM Digital Technology conference is scheduled for 11-12 May 2010.It should be noted that the Government plans to utilize contractor support personnel, i.e. Jacobs Engineering Group Inc., within USSOCOM to be advisors and handle your white paper as well as other correspondence and documentation concerning this action. Non-disclosure statements have been executed by all contractor support personnel participating in the process and are maintained by the Government. At the current time, NO FUNDING IS AVAILABLE for contractual efforts. This sources sought synopsis does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by the government to issue a formal solicitation or ultimately award a contract. The US Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. White papers may be submitted any time prior to expiration of this announcement. There is no set date for submission.
