Description
In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. Obtaining a license or permission to operate your company in Spain may be a long process; therefore, any company anticipating interest in future projects should immediately begin the processes that will be required, by contacting the Delegation of Industry. They have two offices, one in the Madrid province and one in the Andalucia province. The telephone numbers are: 011 34 91 580-2100 (Madrid) and 011 34 95 504-8620 (Andalucia). The United States Air Force intends to solicit proposal (FA5575-10-R-0003) for a Firm-Fixed Price contract for the Replacement of the Taxiway Halogen Light with LED Lights at Moron AB, Spain. The complete solicitation package will be available on the Federal Business Opportunity website for download on or about 12 March 2010. The contract will consist of a basic period of performance of 210 calendar days. Contract magnitude is between $250,000 and $500,000. The successful contractor will be selected using Past Performance/Price tradeoff procedures resulting in the best value to the government. SCOPE OF WORK: The work consists of furnishing all labor, materials, plant, transportation, equipment, and services to accomplish all work in strict accordance with these drawings and specifications; complete and ready for use by means of a firm fixed price construction contract. The work includes, but is not limited to, the following items: a. Basic Option: To include Taxiways A, B, C, D and Parallel Taxiway. (1) Remove existing elevated taxiway edge halogen light. (2) Remove existing inset taxiway 8 inches edge halogen light. (3) Remove existing inset taxiway 8 inches edge halogen light equipped with 12 inches adaptor ring but keep the adaptor ring in the light base to be reused. (4) Remove existing inset taxiway 12 inches edge halogen light. (5) Provide and install adaptor ring from 12 inches to 8 inches in existing 12 inches light base. (6) Provide and install TC3 coupling for conduit elbow 2 inches for each elevated light type ETE. (7) Provide and install LED elevated taxiway edge light type ETE. (8) Provide and install LED inset taxiway edge light type FTO. (9) Provide and install L-823 style 12 female in each existing isolating transformer secondary terminal. b. Additional Option: To include Taxiway Charlie 5. (1) Remove existing elevated taxiway edge halogen light. (2) Remove existing inset taxiway 8 inches edge halogen light. (3) Remove existing inset taxiway 8 inches edge halogen light equipped with 12 inches adaptor ring but keep the adaptor ring in the light base to be reused. (4) Remove existing inset taxiway 12 inches edge halogen light. (5) Provide and install adaptor ring from 12 inches to 8 inches in existing 12 inches light base. (6) Provide and install TC3 coupling for conduit elbow 2 inches for each elevated light type ETE. (7) Provide and install LED elevated taxiway edge light type ETE. (8) Provide and install LED inset taxiway edge light type FTO. (9) Provide and install L-823 style 12 female in each existing isolating transformer secondary terminal. c. Final operational testing. d. Submit as-built drawings. e. Final cleaning of the installations. The above general outline and list of Principal Features of Work in no way limits or reduces the responsibility of the Contractor to perform all work as required by the project to provide a complete and operable facility. The Government anticipates and reserves the right, to issue all solicitation documents including specifications and drawings in the English language only. A visit to the site of work will be conducted in English; the date and time of which will be announced in the solicitation documents. In order to be awarded a contract by the U.S. Government, the company must be registered in the Central Contractor Registry (CCR); contracts cannot be awarded to unregistered contractors. Registration can be made on line at www.ccr.gov NOTE: You must have a DUNS number and a NATO Commercial and Government Entity (NCAGE) Code to register. To obtain a Data Universal Numbering System (DUNS) Number you can contact Dun and Bradstreet and request one by calling: 902446688. To obtain a NATO CAGE code you must fill out the form found in: http://www.dlis.dla.mil/Forms/Form AC135.asp Failure to be registered in CCR at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is CCR registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.
