Description
This sources sought announcement is for information and planning purposes only; it is not to be construed as a commitment by the Government. A contract may not be awarded as a result of this sources sought announcement. The US Army Contracting Command, National Capital Region Contracting Command (NCRCC) at Hoffman II, on behalf of U.S. Army DCS G-1, intends to procure IT Support Service using small business set-aside in accordance with FAR Part 19 or under full and open competitive procedures. If at least two qualified HUBZone small business concerns are determined by the Government to be capable of performing this requirement based on the evaluation of the capability packages submitted by 02 Mar 2010 at close of business, the requirement will be solicited as a 100% set-aside for qualified small business concerns. If capability packages are not received from at least two responsible small business concerns in accordance with FAR Part 19 by the response date or if the Government determines that no small business concerns in accordance with FAR Part 19 are capable of performing this requirement based upon an evaluation of the capability packages submitted, this requirement will be solicited under full and open competitive procedures. Only small businesses are to submit capability packages. Interested small business concerns that are qualified as a HUBZone or small business concern in NAICS code 541511 with a size standard of $25 MIL are encouraged to submit their capability packages. The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the companys existing experience in relation to the areas specified in the PWS. Capability packages must not exceed 25 Pages and must be submitted electronically. All contractor questions must be submitted no later than 10:00am (EST) and 26 Feb 2010. Small business concerns shall outline their capabilities and experience relevant to providing all personnel, equipment, tools, materials, supervision, and other items and non-personal services necessary to perform personnel authorizations management, mobilization manning analysis and planning, individual augmentee life cycle management, global force management actions, reserve component force mobilization support, and system interface development and integration associated with the Personnel Enterprise Decision Support Systems (PEDSS). The major components of the PEDSS are: "Personnel Authorizations Module (PAM) - Provides a single source of active duty military manpower authorizations for the Army personnel community. Consists of three components: an interactive Correctable Authorizations Database (CAUDB); a Reports Generator storing historical files dating back to 1988 and providing the capability to export and/or print large quantities of data base upon numerous parameters defined by the user; and PAM XXI a web enabled, server based information system allowing any Army force structure or personnel action officers to view the personnel authorizations and on-hand strength of the force. "Mobilization Manpower Planning System (MOBMAN) - Provides both deliberate planning support for and time sensitive analysis of numerous mobilization scenarios; focused on overages, shortages, casualties, and replacements at the unit identification code (UIC), military occupational specialty (MOS), grade, language, additional skill identifier (ASI) and skill qualification level of detail; addresses all three uniformed components and Army civilians for given scenarios measured across Time Phased Force Deployment Data. "Worldwide Individual Augmentation System (WIAS) - The Army's single source system for documenting ad-hoc organization structure, requesting requirements, analyzing sourcing solutions, tasking, assigning, and managing deployment accountability of individual augmentees in support of a wide range of Army operations. "Global Force Manning Board (GFMB) - The Army's single source system for providing the Deputy Chief of Staff, G-3/5/7 with defendable summarized personnel information (supported by SSN level of detail). "Mobilization Common Operating Picture (MOBCOP) - The Army system of record for executing the Armys Title X mission of mobilizing Reserve component forces. The G-3/5/7 is responsible for providing ready, trained, and equipped forces in support of overseas contingency operations. In addition, the following questions must be answered and elaborated on as part of the package: (1) Financial Capability-Does your firm have the financial capability to withstand a negative cash flow of low to mid 8 figure per month? (2) Past Performance - Does your firm have the relevant past performance within the last three years? (include contract numbers, contract type, dollar value of each procurement, point of contracts, and brief description of the work performed); (3) Corporate Experience - Does your company have experience working on the Army Staff ? If so to what extent (provide examples as appropriate)?; (4) Does your company have experience working in IT with PEDSS or any of its component sub-systems?; (5) How does your company plan to minimize the following (please be specific): (a) Administrative burden on the government (such as monthly invoicing)?; (b) The amount of employee turnover?; (c) The amount of position vacancy time when turnover does occur? To assist us in maintaining a list of interested Small Businesses for this potential procurement, please provide your companys name, point of contact (POC), address, phone number, and business size under the above NAICS code to the POC for this procurement Vale Teo-Lewis. A IDIQ type of contract is anticipated. The anticipated period of performance will be for one (1) Base Year and four (4) one year Option periods. The place of performance will be U.S. Army DCS G-1. Contractor personnel will require a current Top Secret Clearance. Contractors are responsible for all costs for submitting their capability packages.
