- This acquisition is conducted under the authority of the Multiple Award Schedule Program (Title III of the Federal Property and Administrative Services Act of 1949 (41 U.S.C. 251, et seq.) and Title 40 U.S.C. 501, Services for Executive Agencies). Authority to limit sources to less than those required by FAR 8.405-1 and 8.405-2 is found at FAR 8.405-6. The justification for limiting sources is that SHUNRA Software Ltd. is the sole proprietor of support licensing for SHUNRA VE_STN Appliance. Therefore, only SHUNRA Software Ltd. can provide the direct support and required maintenance. The required period of performance is: 04 MAR 2010 through 03 DEC 2010. Vendor shall also be required to quote, as a separate line item, a reinstatement fee from 04 DEC 2009 through 04 MAR 2010. Based on SHUNRA's ownership of all software licenses for the SHUNRA VE-STN Appliance, they are the only publisher capable of providing the required maintenance and support for the software currently installed on the USJFCOM network. Therefore, the ability to provide network maintenance and support services required by the USJFCOM - Joint Warfighting Center is inherent to SHUNRA Software Ltd. This procurement will be solicited and awarded in accordance with FAR Subpart 8.4. INVOICES MUST BE SUBMITTED / PAYMENTS MUST BE ACCEPTED MONTHLY OR QUARTERLY IN ARREARS. This notice is not a request for competitive quotations. Award is imminent. Interested firms may e-mail capability statements to the attention of David Odom at: david.f.odom@navy.mil. Capability statements must be received by close of business on Friday, 26 FEB 2010. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government.
