- W91QV1-10-T-10-0013 U.S. Army, Mission and Installation Contracting Command (MICC) intend to award to EBSCO Publishing/Industries a contract for the annual subscription for information database. This is a sole award based under the statutory permitting Other than Full and Open Competition 10 U.S.C. 2304 ( c )(1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agencys Requirements to Ebsco Publishing/Industries, 10 Estes St., Ipswich, MA 01938. This requirement is for the Defense Acquisition Universitys annual subscription to access the data base of the Acker Library. EBSCO Publishings exclusive licensing agreements provides the Acker Library with proprietary database for online access to the full text and abstracts of over 10,000 copyrighted journals, periodicals, company profiles and market research reports. This propriety software is the only service that integrates and allows faculty, staff, and students to have desktop access to multiple resources not available in print at the Acker Library. The NAICS code is 424920 with a size standard of 100. This notice of intent is not a request for proposals or quotations. Request for copies of a solicitation in response to this notice will not be honored or acknowledge. A determination by the Government not to compete this proposed action was based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding by 10:00 AM EST. March 4, 2010. in writing to thelma.s.puckett@us.army.mil. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 2MB. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Otherwise, responses must be submitted via hard copy to: US Army MICC, Attn: Thelma Puckett 703-806-4474, 9410 Jackson Loop suite 101, Fort Belvoir, Virginia 22060.
