Description
CANCELLATION NOTICE: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; bids are being requested and a written solicitation will not be issued. The solicitation number is HSHQDC-10-Q-00099 and is issued as an invitation for bids (IFB), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-34. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standard of $7.00M. This requirement is unrestricted and only qualified offerors may submit bids. The solicitation pricing on www.FedBid.com will start on the date this solicitation is posted and will end on 2010-02-18 14:00:00.0 Eastern Time or as otherwise displayed at www.FedBid.com. FOB Destination shall be Multiple shipping information. The DHS Office of Procurement Operations requires the following items, Meet or Exceed, to the following: LI 001, Petroleum Training Seminar (Two Days)March 23 & 24, 2010 - Long Beach, CA. Two (2) eight-hour training sessions for 120 FOB PSAs and HQ Staff participants at the semi-annual PSA meeting as described in the Petroleum Training Seminar Statement of Requirements. PETROLEUM TRAINING SEMINARSTATEMENT OF REQUIREMENTS 02/03/2010Title: PETROLEUM TRAINING STATEMENT OF REQUIREMENTS 1.Background Since the inception of the Protective Security Advisor (PSA) Program, biannual meetings have been held each year at locations throughout the continental United States. These meetings are held to provide both formal and informal training and to discuss current programmatic issues affecting the PSA Program. Each of the PSAs deployed across the country, and PSA Headquarters personnel travel to the designated location to participate in the meeting. As determined by the Field Operations Branch (FOB) Headquarters, training in one of the Critical Infrastructure and Key resources (CI/KR) Sectors is identified for each meeting, supporting mandatory training in one of the 5 CIKR sectors identified in the PSA Learning Roadmap. The Sector identified for the March semi-annual meeting is Energy, with a specific focus on Petroleum. 2.Location and Dates The location for the March 2010 PSA Meeting is Long Beach, CA, downtown. The training is required on Tuesday and Wednesday, March 23-24, 2010. The specific venue for the training will be provided to the vendor upon award. 3.Petroleum Training Requirement Two (2) eight-hour training sessions for 120 FOB PSAs and HQ Staff participants at the semi-annual PSA meeting. The identified training shall come from a vetted vendor by FOB to ensure it meets the requirement of the PSA Learning Roadmap and will be applicable to certification. The training session at a minimum shall provide an overview of the following topics: Petroleum Geology and ExplorationWell PlanningDrilling OperationsProductionWell ControlRefining Gas ProcessingLogistics Transport of Petroleum Offshore and OnshoreMacroeconomics Outlook for the Petroleum IndustryQuestion and Answer Session At the conclusion of the training the FOB personnel shall have a basic understanding of the above topics. This understanding shall allow FOB personnel to work with petroleum sub-sector owner/operators on CIKR issues that may have an impact on their facilities. 4.Deliverables The vendor shall provide PowerPoint Presentations on the proposed training two weeks prior to the scheduled date for of the training.The vendor shall provide one electronic copy and one printed copy of a student handout in Word 2003 document format two weeks prior to the scheduled date for training.The vendor shall be a nationally recognized training institution that has the ability to provide certified Continuing Education Credits (CEU) to PSAs attending the training.The vendor shall provide an instructor resume and shall make the proposed instructor available for a phone coordination conference call two weeks prior to the scheduled date of training., 1, LO; For this solicitation, DHS Office of Procurement Operations intends to conduct an online competitive reverse auction to be facilitated by the third-party reverse auction provider, FedBid, Inc. FedBid has developed an online, anonymous, browser based application to conduct the reverse auction. An Offeror may submit a series of pricing bids, which descend in price during the specified period of time for the aforementioned reverse auction. DHS Office of Procurement Operations is taking this action in an effort to improve both vendor access and awareness of requests and the agency's ability to gather multiple, competed, real-time bids. All responsible Offerors that respond to this solicitation MUST submit the pricing portion of their bid using the online exchange located at www.FedBid.com. There is no cost to register, review procurement data or make a bid on www.FedBid.com. Offerors that are not currently registered to use www.FedBid.com should proceed to www.FedBid.com to complete their free registration.
