- Requirement Shank Regional Contracting Center (BRCC) has a requirement for Base Life Support Services at FOB Altimur in Logar Province, Afghanistan. The contractor would supply all equipment, material, supervision and labor to provide services including but not limited to daily supply of bulk water, black/gray water removal, supply and maintenance of porta johns, and trash removal. Additional Information To assure timely and equitable evaluation of proposals, offerors must follow the instruction contained herein. Proposals must be complete, self-sufficient, and respond directly to the requirements of this solicitation. Offerors shall assume that the Government has no prior knowledge of their experience, and will base its evaluation on the information presented in the Offeror's proposal. Volume I -Technical Capability Volume II - Price Volume III - Determination of Responsibility ELECTRONIC PROPOSALS ONLY WILL BE ACCEPTED. All proposals must be received by the contracting office no later than the offeror due date and time listed in block 8 of the SF 1449. The anticipated contract type is Firm-Fixed Price. The resultant contract for this acquisition will be for a basic period of twelve (12) months and two (2) one-year option periods with a planned start date 15 Mar 2010. Submittal of questions will be open until 1 March 2010 at 1:00 PM local time (Afghanistan). No questions will be taken after the specified date and time. The North American Industry Classification System (NAICS) code for this procurement is 561210, Base facilities operation support services. The successful contractor will be selected utilizing lowest price technically acceptable (LPTA) source selection procedures in accordance with FAR 15.101-2. If the lowest priced proposal is found to be unacceptable, the next lowest priced offer will be reviewed, and so on, until one is found to be technically acceptable. To be found technically acceptable the offer must meet all of the specifications listed in the solicitation. This requirement is solicited under FAR Part 12 utilizing commercial acquisition procedures. The solicitation MUST be downloaded from Federal Business Opportunities (FedBizOpps) at www.fbo.gov.
