- SPAWARSYSCEN-LANT, Charlestonintends to award a sole-source contractto L-1 Identity Solutions for proprietaryAutomated Biometric InformationSystem (ABIS) licenses. Theselicenses will increase the existingoperating capacity of the ABIS systemsoftware currently being utilized by theDepartment of Defense. Due to timeconstraints, prohibitive costs and thelearning curve associated with procuringa new system, the Government doesnot intend to replace the existing $75Msystem recently fielded but only needsto increase the existing capacitythrough the purchase of the licenses.L-1 Identity Solutions is the designer,developer, and sole owner of theproprietary algorithm software integralto and configured for the ABIS systemalready in operation. The Governmentdoes not maintain legal rights to thisproprietary software; only L-1 canprovide the increased capacity licensingfor this system. A Firm-Fixed-Price contract for thisincreased capacity license isanticipated. The total estimated valueis $10.6M. The applicable NorthAmerican Industry Classification(NAICS) Code is 51120, and the sizestandard is $25 million. This notice isnot a request for competitiveproposals.
