Description
The Naval Inventory Control Point (NAVICP) Philadelphia intends to solicit proposals for the subsequent award of a 3 year Performance Based Logistics Contract (3 base years, no options) for the repair and/or replacement of various F402 engine (AV-8B Harrier Aircraft Program) components, and provision of consumable piece parts, to include but not limited to the following sample of items: HPC1 Blade, NSN 2840-99-234-2795, P/N B511663; LPC1 Blade, NSN 2840-99-234-3555, P/N B518435; HPT2 Blade, NSN 2840-99-500-5576, P/N B519273; HPT1 Blade, NSN 2840-99-551-6019, P/N B519272; LPC1 Vane, NSN 2840-99-573-1678, P/N B516434; HPC3 Vane, NSN 2840-99-555-0103, P/N B515378; Cable Assembly, NSN 2925-99-707-3291, P/N B518305; Hub, Turbine, NSN 2835-99-555-0105, P/N B505106; Rear Exhaust Nozzle, NSN 2840-99-657-6862, P/N B510204; LPC MRA, NSN 2840-99-500-9216, P/N B505124; HPT MRA, NSN 2840-99-415-4083, P/N B505136. The scope of the PBL contract will include the following minimum requirements: Warehousing, Packaging, Asset Reporting, Availability/Fill Rate/Supply Response Time (SRT) Reporting, Configuration Management, Repair and/or Replacement of components, Obsolescence Management, and provision of all Parts required in support of Depot, Organization and Intermediate Level Maintenance. A complete technical data package is available. The subject items require government source approval of suppliers of critical safety items prior to contract award. The contractor shall partner with NADEP Cherry Point for repair of the components. The contractor shall fill customer requisitions IAW contractually prescribed wait times. In addition to executing repair, the contractor must be able to manufacture or supply the piece parts required for repair and provide replacement repairable components as required. All repaired or replacement components and consumable parts supplied under the contract shall meet the Navy Work scope requirements of NAVAIR F402 Depot Repair Manuals, Illustrated Parts Breakdown Manuals, and all applicable Local Engineering Specifications (LES), Accessory Changes (AYC), Power Plant Changes (PPC) Rapid Action Maintenance Engineering Changes (RAMEC) and Engineering Change Proposals (ECP).
