- SPAWARSYSCEN-LANT, Charleston intends to award a sole-source contract to L-1Identity Solutions for proprietary Automated Biometric Information System(ABIS) licenses. These licenses will increase the existing operating capacityof the ABIS system software currently being utilized by the Department ofDefense. Due to time constraints, prohibitive costs and the learning curveassociated with procuring a new system, the Government does not intend toreplace the existing $75M system recently fielded but only needs to increasethe existing capacity through the purchase of the licenses. L-1 IdentitySolutions is the designer, developer, and sole owner of the proprietaryalgorithm software integral to and configured for the ABIS system already inoperation. The Government does not maintain legal rights to this proprietarysoftware; only L-1 can provide the increased capacity licensing for thissystem. A Firm-Fixed-Price contract for this increased capacity license is anticipated.The total estimated value is $10.6M. The applicable North American IndustryClassification (NAICS) Code is 51120, and the size standard is $25 million.This notice is not a request for competitive proposals.
