- Description
- The 911th Airlift Wing, Coraopolis, PA., 15108 intends to issue a Request for Proposal (RFP) to award a single, firm fixed-price contract to provide for all labor, transportation, materials, tools, equipment and supervision necessary to Repair 4160V Primary Electrical Service, Project JLSS 01-0010. Work includes, but not limit to, demolition of southwest section of overhead utility distribution system includes poles, cross arms and accessories, primary/secondary conductors, transformers and brackets, switches and fuse cut-outs. Replace existing overhead electric power distribution system by saw cutting asphalt, concrete; excavation and installing concrete encased four inch duct bank with concrete manholes where required; and installing new U/G primary using 15 KV cable. Install one (1) pad mounted switch and three (3) pad mounted transformers to feed power to Buildings 300, 304, 305, 306, 316, 319, 323, 339 and 403. Transformers and switch to be mounted on reinforced concrete pads. Install new secondary conductors from transformers to building main disconnects. Replace existing street lighting mounted on wood poles which are being removed with two (2) aluminum street light poles with LED lamps. Restore all concrete/asphalt areas and reseed all affected ground areas. All work shall be accomplished in strict accordance with the contract documents. The estimated cost ranges between $500,000 and $1,000,000. The NAICS code is 237130. The applicable size standard is $31 million. Request for Proposal solicitation package will be available o/a 29 Mar 10. Tentative proposal closing date is 29 Apr 10. Performance period is 180 calendar days after receipt of Notice to Proceed. This action is being procured on a Price/Performance Tradeoff (PPT) process pursuant to FAR 15.101-1. Evaluation factors shall be set forth in the Request for Proposal. All responsible sources may submit a bid. Funds are currently not available for this project; any award is contingent upon receipt of funds. Note: Bids must be valid through 30 Sept 2010. No response to this notice is necessary. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay for any bid/proposal preparation costs.
