- SOLICITATION # N40085-10-R-3510 REPAIRS TO T-10 TEST CELL MCAS CHERRY POINT NORTH CAROLINA THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR PROPOSALThis Pre-Solicitation notice is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil. NOTE: Any prospective offeror interested in obtaining plans and specifications for this solicitation must register on our website at www.fbo.gov. Contractors may view and/or download this solicitation and all amendments from the internet after solicitation issuance. All prospective Offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) and the online Representations Certifications Application (ORCA) database (www.orca.bpn.gov). Offerors and contractors may obtain information on registration and annual confirmation requirements by calling 1-888-227-2423 or via the Internet at WWW.CCR.GOV Contractors will be searched against the Excluded Parties List (EPLS) to ensure they are eligible for Federal contract awards. The solicitation will be issued in electronic format only and will be available on or about 8 April 2010. Notification of amendments will be through use of the internet. No additional media (CD-ROM, floppy disks, faxes, etc.) will be provided. It is the Offerors responsibility to check the Internet address provided as necessary for any posted changes to this solicitation and all amendments This pre-solicitation notice is for a Best Value Source Selection Firm Fixed Price Construction Contract. The period of performance will be 300 calendar days. The estimated magnitude of the project is between $5,000,000.00 and $10,000,000.00. The appropriate North American Industry Classification System (NAICS) Code is 236210 with a Size Standard of $33,500,000. This is being solicited on an unrestricted basis. Offerors will be required to submit technical & price proposals. Award will be made to one responsible offeror whose proposal, conforming to the RFP, will be most advantageous to the Government resulting in the Best Value, cost, price and other factors considered. All evaluation factors will be provided in the solicitation. DESCRIPTION OF WORK:The resulting contract will consist of design/build services to refurbishing the building structure and accomplishing such items as corrosion removal and repainting of building structural members and exterior surfaces, and all components of the fuel storage system associated with the facility. Repairs will include replacement of acoustical panels and intake baffles, repairs to main building doors, intake guide vanes and miscellaneous facility components. Repairs will also include complete replacement of the air start compressed air system and preparation room concrete floor and recoating of the main run room concrete floor. The design services required are to provide CAD drawing of the building when construction is complete.
