Description
The following is a brief description of services required: DESCRIPTION OF SERVICES 1.1. Purpose: The purpose of this Performance Work Statement is to obtain Automated Business Services System (ABSS) and Defense Travel System (DTS) Administrator support services for the 6th Comptroller Squadron (CPTS), MacDill Air Force Base (AFB) FL, and to ensure long-term system viability snd uninterrupted daily operations of ABSS and DTS services. 1.2 Scope: The scope of this effort will cover services required to support the MacDill base-level Comptroller organization. ABSS (Automated Business Services System) is a system that electronically processes financial documents and interfaces with Air Force Contracting and other systems. This system directly supports the Financial Services and Financial analysis Flights within the 6 CPTS. The ABSS Administrator at MacDill AFB supports over 2000 users assigned to the 6th Air Mobility Wing (6 AMW) and the following major tenant units: USCENTCOM, USSOCOM, 290th, JCSE, and Homestead ARB. Defense Travel System (DTS) seamlessly automates the three DoD travel processes: authorization, reservation, and voucher filing. By using DTS, travelers are able to generate travel. Authorizations make trip reservations, and route travel requests for approval, all from their desktop workstations. The system is paperless and uses DoD Public Key Infrastructure (PKI) certificates to digitally sign documents all from a desktop workstation. DTS is totally web-based. There is no need to load any software on the workstation other than a web browser plug-in for digital signature authentication and system security. When the trip is complete, the traveler can quickly create a voucher from the data already stored in the DTS system, and then electronically route it for approval and submission to the Defense Finance and Accounting Service (DFAS). An electronic funds transfer from DFAS to the traveler's bank account completes the process.
