- The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with HemoGenix, Inc., Colorado Springs, CO 80907 pursuant to 41 U.S.C.253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This request is to revise the original testing plan by adding an additional task related to determining estimated cell concentration and add funding for this additional task to the existing order # HHSN273200900143. The task is to determine the estimated cell concentration, cell dose response standard curves will be added to each part of the study for each cell population tested from each species. This study is for NTP High Throughput Screening for Immunotoxicology using the HALO-384 HT Platform. 25 Compounds will be tested on 5 lympho-hematopoietic cell populations (a mixture of lympho-hematopoietic stem, progenitor, and precursor cells) from 3 species at 6 doses per compound using 6 replicates per dose. The study will be performed using the HALO -384 HT Platform for which HemoGenix holds the patent. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Contracting Specialist at the address stated above. This notice of intent is not a request for competitive proposals; however, all responses received within 6 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 6 days of this notice to determine whether a qualified source is more advantageous to the Government, the order will be issued to HemoGenix, Inc. The NAICS Code/Size is 541690/$7.0 Million. This procurement is to be processed using Simplified Acquisition Procedures-Commercial Item Acquisition FAR Subpart 13.5 in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
