Description
This is a SOURCES SOUGHT NOTICE. It is NOT a solicitation for proposals, proposal abstracts, or quotations and in no way obligates the Government to award a contract. The purpose of this notice is to obtain information, for planning purposes, regarding: (1) the availability and capability of potential sources that are capable of providing data processing hardware, hardware capacity upgrades, associated infrastructure hardware, hardware installation, hardware warranty and maintenance support services for its existing data processing hardware, as well as new and expanding hardware growth; and (2) the size classification of the available and potential sources relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. The NAICS code for this planned acquisition is 334111 - Electronic Computer Manufacturing. Your responses to the information requested will assist the Social Security Administration (SSA) in planning the appropriate acquisition strategy. Background: SSA currently uses eight IBM zSeries mainframes running the z/OS operating system and associated infrastructure installed at two locations: the National Computer Center (NCC) in Baltimore, MD and the Durham Support Center (DSC) in Durham, NC. The total General Purpose (GP) processing capacity of these two centers is 58,397 millions of instructions per second (MIPS). SSA also uses approximately 12,000 MIPS in specialty engine processing capacity. The Agency runs hundreds of z/OS software products from multiple vendors on approximately 30 LPARS, in addition to custom software that SSA has internally developed. Response Information: In order for SSA to assess a firm's capability, firms must submit a response that provides enough detail to indicate it can provide product(s) and services that meets the requirements listed below. Hardware Requirements The vendor hardware solution must support the full functionality of IBM's z/OS 64-bit operating system. This includes CICS, IDMS, DB2, VSAM, TopSecret, RACF, SNA, WebSphere MQ, and record-oriented data access methods, REXX, CLIST, SMP/E, JCL, TSO/E, and ISPF. The hardware solution must support 64-bit Java, C/C++, and UNIX (Single UNIX Specification) APIs and applications with UNIX/Linux-style hierarchical HFS and zFS file systems. The hardware solution must host the broad range of commercial and open source software currently running on SSA's z/OS systems, and communicate directly via TCP/IP, including IPv6, and standard HTTP along with other common services such as FTP, NFS, and CIFS/SMB. The hardware solution must support extremely high quality of service (QoS) similar to or exceeding the existing IBM zSeries hardware within a single operating system instance, and support Parallel Sysplex clustering. The vendor hardware solution must support complete compatibility with SSA existing IBM zSeries hardware. The hardware must support the z/OS unique Workload Manager (WLM) and dispatcher and automatically manage numerous concurrently hosted units of work running in separate key-protected address spaces. The hardware must support two additional levels of virtualization: LPARs and z/VM. The hardware must support tri-modal addressing (24-bit, 31-bit, and 64-bit). Warranty/Maintenance Requirement The vendor must provide repair services when any part of the existing and new hardware fails to perform properly. Vendor submissions of simple marketing materials or brochures, incomplete responses that do not conform to the elements of this request for information, or references to vendor websites will not be considered by SSA. Type of Company (i.e. large business, small business, small disadvantaged business, women owned small business, HUBZone small business, and service disabled veteran owned small business) as validated via the Central Contractor Registration f. Company Point of Contact, Phone and Email address g. Indicate if this is a Teaming Arrangement and provide items a thru f for each entity on the proposed team All responses must be submitted in an electronic format via e-mail to the Contract Specialist at Michele.Tubman@ssa.gov no later than 4:00 PM ET Friday, March 12, 2010. Responses will not be accepted after the due date. Responses must not exceed twenty (20) pages. The file size limitation for e-mail attachments is 5 megabytes. Faxed information will not be considered. SSA will not accept phone calls regarding this notice. SSA will not return any information submitted in response to this notice. No reimbursement will be made for any costs associated with providing information submitted in reply to this notice. Information submitted in response to this notice will be used in SSA's market research efforts and for procurement planning purposes. This notice is not to be construed as a commitment by SSA. The Government reserves the right to contact, or not contact, any party responding to this notice in order to obtain further information for market research purposes.
