Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6, simplified acquisition procedures and the resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 05-38. This announcement constitutes the only total small business set-aside solicitation and a written solicitation will not be issued. This synopsis, NAICS code 333298, is to notify contractors that the government intends to issue a Firm Fixed Price Purchase Order in accordance with FAR Part 13.106 for the following statement of work, under the simplified acquisition procedures. Any firm that believes it is capable of providing the required service as stated herein may submit a capability statement to document its ability to provide the required services. A determination to compete this procurement based on a response to this notice is solely within the discretion of the Government. The Government reserves the right to award a contract without discussions if the Contracting Officer determines that the initial offer(s) is/are providing the Best Value and discussions are not necessary. Award will be made to the party whose quote offers the best value to the Government. The Government may award this contract to other than the lowest price technically acceptable quote. This solicitation is issued as a Request for Quotation (RFQ). The Food and Drug Administration (FDA) intends to award a purchase order for a Chlorine Dioxide Generator. Background: Chlorine dioxide is a gaseous decontaminant, capable of destroying all bacteria, viruses, and fungi, including bacterial spores. As a true gas, it is capable of penetrating hard-to-reach areas, and can decontaminate spilled liquids. The BSL-3 (BioSafety Level-3) laboratory at the National Center for Food Safety and Technology is designed for use by multiple Principle Investigators, and a wide array of pathogenic microorganisms. While spills are unlikely, it is necessary to fully decontaminate the laboratory at least annually for preventative maintenance. The pilot plant, however, is designed for research involving large quantities of water, and splashes, spills and sprays are expected to be commonplace. It will be necessary to decontaminate this room regularly, both to fully clean the equipment, and to prevent one researcher’s test organisms from contaminating another researcher’s work. Technical Product Description: 1. A gas generator. The generator shall deliver a controlled amount of chlorine dioxide gas, monitor the concentration of gas, and time the delivery for optimal decontamination for a room of up to 1100 square ft in area. The generator shall monitor the concentration of gas in the chamber being decontaminated. The generator shall produce gas to the programmed concentration, and then monitor the concentration for the programmed contact time, adding small amounts if necessary. Contact time will vary based on the size of the chamber being contaminated. Contact times shall be recommended by the manufacturer, and shall be confirmed using spore strips. The exact decontamination times for individual equipment and rooms are anticipated to be 2-4 hours for equipment and 8-12 hours for large rooms. Qty: 1 2. Other devices to detect, control, and generate the correct amount of humidity in the room. Qty: 1 each. Period of Performance 30 days after receipt of award (ARO) Evaluation Criteria 1.Technical Specification: The technical capability of the vendor’s equipment meets all of the requirements in the Technical Product Description. 2.Relevant Experience: The vendor can demonstrate it has provided similar products in the past. 3.Price. Technical Specification and Relevant Experience are significantly more important than price. CCR: Vendors must be registered in the Central Contractor Register (CCR) prior to the award of a contract. You may register by going to www.ccr.gov. You will need your Dun & Bradstreet number and banking information.
