- Solicitation (Quotes are due by March 23, 2010 at 2:00 pm PT) THIS IS AN AMERICAN RECOVERY AND REINVESTMENT ACT OF 2009 (ARRA) PROCUREMENT RECOVERY HARRIS RIVER DYNAMIC LOG DELIVERY AND PLACEMENT The U.S. Forest Service, EROC-NW, servicing Region 10 has a requirement for a contractor to provide helicopter services, tree falling services and associated support services for the purpose of yarding logs with and without attached rootwads, from: 1) timber falling units and 2) harvest units to nearby landings, and to place logs with and without attached rootwads within or adjacent to the Harris River at locations and orientations as specified in the solicitation. **THIS IS A COMBINED SOLICITATION/SYNOPSIS--QUOTATIONS ARE BEING REQUESTED** Project Location and Description All work under this contract is located within the Harris River Watershed, located on the Craig Ranger District within the Tongass National Forest; on Prince of Wales Island. The Harris River project area can be accessed by road along the Hollis State Highway 924 and the Hydaburg State Highway 913. **NOTES** --Additional work details are outlined in the attached solicitation. --A pre-bid meeting is to be held via teleconference on March 11, 2010 at 10:00 am Alaska Time. To attend the teleconference call 1-888-469-3013 and use 23395 as the passcode. The Government intends to award a contract(s) resulting from this solicitation to the responsible Contractor(s) whose quote conforming to the solicitation will be most advantageous to the Government, price and non-price factors considered. The following evaluation factors shall be used to evaluate quotes: Past Performance, Experience and Capability, and Price. The non-price evaluation factors are approximately equal in important to price. This acquisition is a 100% Small Business set-aside. The North American Classification System Code (NAICS) is 481212. The size standard is 1,500 employees. Contractors are required to be registered with the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA). The solicitation with specifications will be posted to the FedBizOps website www.fbo.gov. No hard copies of the solicitation and applicable amendments will be mailed or issued. To receive the solicitation and any applicable amendments, offerors must download them from www.fbo.gov.
