- Description
- The Department of Veteran Affairs (VA) Veterans Integrated Service Network (VISN) 5 is seeking a contractor to conduct a Prosthetics Program Assessment for the purpose of performance improvement, improving system effectiveness, and achieving and maintaining compliance with VA Central Office standards and mandates for VISN 5 and VISN 5 Medical Centers. A Prosthetics Program Assessment is important so that all areas of potential non-compliance are identified and corrected timely. To accomplish the goal of Prosthetics Program full compliance, the Contractor shall perform the following activities: 1.Evaluate implementation of 1173 Series of VHA Handbooks 1173.1 through 1173.15 and 1173.17 that cover Prosthetics and Sensory Aid Service policy. 2.Evaluate compliance with VHA Directive 2006-029 ensuring accurate prosthetics data entry throughout the VISN for prosthetics orders into the National Prosthetics Patient Database (NPPD), i.e. surgical implants, audiology, etc.; ensuring appropriate use of prosthetics cost centers and budget object codes; and managing inventory through the Prosthetics Inventory Package (PIP) to maximize appropriate resource utilization. 3.Assessment of effectiveness of annual site visits to each facility once per year, with poorer performing facilities being visited quarterly; including review of action plans to determine adequacy of recommendations and proposed actions to remedy deficiencies. 4.Assessment of prosthetics organizational functions within the VISN including use of mandatory contracts and contract development. 5.Review of all Prosthetics and Orthotic Laboratory/Services including staffing levels, inventory, workload capture, and relationships with other clinical services, determination of consistent compliance with forwarding all contractor quotes to a certified Prosthetist/Orthotist for review to ensure accurate invoices. 6.Evaluation of patient records, communications tracking systems, logs, etc. to determine consistent compliance with responsiveness to Veterans and providing customer service. 7.Evaluation of patient records and other information systems that support the delivery of quality patient care. 8.Examination of the VISN Performance/Process Improvement Plan including the mechanisms in place to address low performance on all performance metrics or other untoward events. 9.Review of competency assessments, orientation, training, education, in essential areas such as procurement, inventory management, consult management, and other compliance areas for VISN and facility prosthetics staff. 10.Review of VISN-wide training plan, its effectiveness and oversight. It is anticipated that a Request for Quotations will be issued within the next 15 days. Contract award is anticipated for April 1, 2010 with a period of performance of thirty days. The proposed North American Industry Classification System (NAICS) is 541611, Administrative Management and General Management Consulting Services, and size standard is $7M. Responders should identify if they are a small business or small disadvantaged business concern, based on this NAICS code. Please submit expressions of interest in your own format to include documentation of corporate capabilities in sufficient detail for the Government to determine that your company possesses the necessary expertise and experience to compete for this acquisition. Please ensure responses do not exceed ten (10) pages. Since this is a Sources Sought Announcement, no evaluation letters will be issued to the participants. This synopsis is not to be construed as a commitment by the Government and no contract will be awarded from this announcement.
