DEPARTMENT OF VETERANS AFFAIRS Justification and Approval For Other Than Full and Open Competition 1.Contracting Organization: Department of Veterans Affairs, VISN 20, Puget Sound Health Care System, Tacoma, Washington. 2.Description of Action: This is a request for other than full and open competition for the preventive maintenance service on four (4) Draeger Fabius GS Anesthesia units. The proposed is a sole source action to be awarded to: Draeger Medical, Inc 3135 Quarry Road Telford, PA 18969 1-800-543-5047 3.Description of Supplies or Services: Draeger will perform preventive maintenance on the following Draeger Fabius Anesthesia units: Serial numbers; 11301, 11423, 11288, and 11302. 4.Statutory Authority: ( ) (1) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements; (x) (2) Unusual and Compelling Urgency; ( ) (3) Industrial Mobilization, Engineering, Developmental or Research Capability, or Expert Services; ( ) (4) International Agreement ( ) (5) Authorized or Required by Statute; ( ) (6) National Security; or ( ) (7) Public Interest 5.Validity of Use of Statutory Authority: In accordance with 6.302-2, Unusual and Compelling Urgency, this is an emergency purchase request that will affect patient care if these anesthesia units are not serviced immediately. 6.Actions to Promote Competition: None.
