Description
Software Specifications The Government has a requirement for GRB Assist produced by Government Retirement & Benefits, Inc or EQUIVALENT (off-the-shelf). Attached is a list of the required product specifications that products must have in order to meet the Government's minimum requirements. The Government does not intend to pay a contractor to develop new software or purchase one-on-one consultation services to fulfill this requirement; this is an off-the-shelf product purchase request. The Government anticipates issuing a firm-fixed-price contract, inclusive of a base period and 4 option periods. The Government will purchase 21 subscriptions at the time of award and a package that allows up to 10 additional subscriptions, inclusive of applicable website hosting fees. Base Period Date of Award through Month 12: 21 Users, plus up to 10 additional users, inclusive of annual hosting fee. Option Periods Month 13 - 24: 21 Users, plus up to 10 additional users, inclusive of annual hosting fee. Month 25 - 36: 21 Users, plus up to 10 additional users, inclusive of annual hosting fee. Month 37 - 48: 21 Users, plus up to 10 additional users, inclusive of annual hosting fee. Month 49 - 60: 21 Users, plus up to 10 additional users, inclusive of annual hosting fee. Award will be made to the lowest priced, technically acceptable offer. Technical acceptance shall be based on a demonstration that the offered product is equal to GRB Assist. Each Offeror must submit the following in order to be considered: • DUNS # (as registered in CCR, Offeror must registered in CCR to be considered for an award) • Complete specifications and details of the product being offered (unless offering GRB Assist) • Pricing in accordance with the periods listed above (multiple year pricing proposals will be considered, including less than 5 years) Note: Multiple year offers less than five years (i.e. 3 year subscription licenses) will be broken down to a yearly amount, and then averaged out for the entire period covered for comparing total prices against other offers in determining the lowest price. • Disclosure of Domestic or Foreign Entity Interested offerors may register at http://www.fedbizopps.gov to receive notification when the solicitation and any amendments are issued and available for downloading. Please note that the General Services Administration provides the notification service as a convenience and does not guarantee that notifications will be received by all persons on the mailing list. Therefore, we recommend that you monitor the FedBizOpps site for all information relevant to desired acquisitions. Questions regarding the solicitation must be submitted no later than 12:00pm EST on Wednesday, March 3, 2010. We cannot assure an answer to questions submitted after this deadline. Questions must be sent by email to PSB@bpd.treas.gov; referencing "Q/A: RFQ-ARC-91000-10-0012 Attn: TA/AD". Offerors should call (304) 480-5366 to confirm receipt of email. Offerors must e-mail proposals to PSB2@bpd.treas.gov. It is the Offeror's responsibility to confirm receipt of the email by calling (304) 480-5366. The Government assumes no responsibility for the receipt of the email. Proposals must be received by 12:00p.m. EST, on Wednesday, March 10, 2010. For ease of distribution, you must reference "RFQ-ARC-91000-10-0012 Attn: TA/AD" in the subject line of your email.
