- RECOVERY - PER FAR 5.7 THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY; THEREFORE FAR 5.203 DOES NOT APPLY. THIS OPPORTUNITY WAS AVAILABLE ONLY TO CONTRACTOR(S) UNDER THE CURRENT CONTRACT NUMBER(S): Frankie Friends & Associates W921DY-10-D-0045 This contract action was accomplished using other than competitive procedures because this is a task/delivery order where an exception to fair opportunity requirements was approved due to only one source being available (FAR 8.405-6(b)(1) or 16.505(b)(2)(ii)). This project is an Environmental Site Survey to support the design of concept to repair and renewal of the existing electric generation power plant at Dugway Proving Ground (DPG) at Ditto Area (Building 4224), as a standby system to provide electricity to Dugway Proving Ground on the event of a power outage from the serving utility (Rocky Mountain Power (RMP). The existing equipment and ancillary devices are not in service. This contract action was accomplished using other than competitive procedures because this is a Task Order where an exception to fair opportunity requirements was approved due to only one awardee has the requisite experience required to perform the work.
