Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 20181AQ025, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is issued as Full and Open Competition. The NAICS 221310: Water Supply and Irrigation Systems, Size Standard $7.0 Million IntroductionThe Bosque Del Apache NWR and Sevilleta NWR both use Langemann gates that are constructed by Aquasystems 2000 Inc. These gates are unique in their low head operation, low power consumption and self cleaning attributes. Gates at each Refuge are need of retrofitting with additional add-on hardware in order to provide critical water management capabilities. The "Unit B Langemann Gate" at Sevilleta NWR is in need of retrofitting with an automated gate controller in order to be able to prevent flooding to the levee road upstream of the site. The "Interior Langemann Gate" at Bosque Del Apache NWR is in need of both an automated gate controller to prevent flooding of the upstream levee road, and a water measurement logging system to quantify water use for water rights purposes. The Government intends to issue a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Factors used to evaluate offers shall be: 1) Technical Capability of providing product required in this solicitation; 2) Past Performance in providing product of a similar scope; 3) Offers found to be Technically Capable and acceptable Past Performance; award will be made to the lowest price of the offers. Prices must include all costs for furnishing all labor, materials and equipment necessary for the supply, delivery and installation of the subject products. PLACE OF PERFORMANCE - Bosque Del Apache National Wildlife Refuge and Sevilleta National Wildlife Refuge, Socorro County, New Mexico Parts RequiredThe job will require the following parts for each installation: 1. Control Micro Systems - SCADA Pack 333 controller2. Spectrum 120 Human Machine Interface3. Pulsar Imp+ Ultrasonic Water Level Measurement device4. AC Dandy junction box c/w mounting bracket (to mount item 3 into)5. 2 GB USB drive (thumb drive) Scope of Work The contractor shall utilize the above parts to construct, program, and provide wiring and installation assistance for a:1.Sevilleta NWR "Unit B Langemann": Automated gate controller2.Bosque Del Apache NWR "Interior Langemann": Automated gate controller and automated, logging water measurement device The contractor shall ensure that the devices are programmed using the HMI program code that is proprietary to Langemann and are properly engineered to plug into the existing gate hardware. The contractor shall provide training, troubleshooting assistance and warranty support for these add-on devices and the associated Langemann gates.The gate controller devices shall provide the capabilities to automatically control upstream head with preset programming and to be able to be able to control this head remotely if a future remote control add-on is installed. The water logging device shall automatically compensate for gate position, and overall water head to accurately (within 5%) measure water flowing over the gate. This information shall be logged at a user-programmable time interval. The instrument shall have the capability to log data for up to 3 months at a 1 hour measurement interval. A back-up data storage device shall be included in the design to allow for secure acquisition of data.
