Description
RECOVERY TAS::14 1035::TAS OLYM 121118. This announcement is a pre-solicitation notice and proposals are not being requested at this time. The work of this project requires the Contractor to provide all labor, materials and equipment as needed to rehabilitate the existing Boulder Creek Trail located within Olympic National Park through the removal of approximately 155,000 square feet of asphalt from the abandoned roadway prism that forms the trail surface. The work will extend from the existing trailhead to the Boulder Creek Campground, approximately 2.2 miles. Access throughout the length of the project is narrow and restricted. Protection of the vegetation bordering the existing trail corridor is an important element of this project. The project will also entail the placement of structures at stream crossings and culvert removal. The RFP will include an additive item that consists of supply and installation of an estimated 150 foot suspension bridge over Crystal Creek. Work includes, but is not limited to mobilization, staking, layout, temporary stockpiling, earthwork, compaction, and grading to the lines and grades included in the specifications and drawings. For all tasks, the contractor shall be responsible for environmental compliance and controls, purchase and installation of erosion control measures, furnishing and installing sediment controls and exclusionary fencing to protect the public. The project range is estimated to be between $500,000 and $1,000,000. Project completion is required by August 31, 2010, although a shorter period of performance may be stated in the solicitation. A negotiated firm-fixed price contract will be awarded requiring submission of both a technical and a price proposal. The Government will consider an offeror's technical capabilityand past performance in comparison to its price. A pre-bid conference/site visit will be held at the time and place specified in the solicitation.. Note: This project is funded through the American Recovery and Reinvestment Act and upon award; the contractor must meet all reporting requirements as described in FAR 52.204-11. The Contractor shall report the required information using the online reporting tool available at www.FederalReporting.gov. The proposed contract is 100% set-aside for award to service-disabled veteran-owned small business concerns. Offers from other than service-disabled veteran-owned small business concerns will not be considered and shall be rejected.. The National Park Service anticipates issuing a solicitation on or about 13 March 2010. The RFP will be available by electronic means only and may be accessed for download at either FedBizOpps, http://www.fbo.gov, or directly from the Department of the Interior website at http://ideasec.nbc.gov. To receive the solicitation package, you must download it from http://ideasec.nbc.gov or http://ideasec.nbc.gov. No hardcopies will be mailed or faxed. The due date for receipt of proposals will be 30 days after the date of issuance of the RFP. The Vendors are responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP.
