- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combination Synopsis/Solicitation Solicitation Number: W9124R-JDTVSTORAGE Response Date: 15 March 2010 This is a combined synopsis/solicitation (CSS) for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6 Acquisition of Commercial Items and FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Request for Quotes (RFQ) are being requested and a written solicitation will not be issued. This requirement is being issued under FAR 13 Simplified Acquisition Procedures. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-38, effective 11 Jan 2010 and Defense Federal Acquisition Regulation Supplement (DFARs), 1998 edition, Current to DCN 20091229. It is anticipated that payment will be made by Government Visa Payment Card. This requirement is a 100% small business set-aside with the North American Industry Classification System (NAICS) is 531120 with a size standard of $25.5 million. This solicitation contains Contract Line Item Number (CLIN) 0001 - Quantity 12 months Rental of a gooseneck trailer for a Jumbo Drop Test Vehicle (J-DTV) which is 43 feet long, 12 feet wide and 12 feet high, (CLIN) 0002 Quantity 12 months Rental of storage space for the J-DTV and the trailer out of the elements, location must be within an approximate driving time not to exceed one-half hour from Yuma Proving Ground (YPG). The base period of rental will start 01 April 2010 and last one year through 31 March 2011. CLIN 0001 & CLIN 0002 will also have three 6-month options listed under 1001 1002, 1501 1502, and 2001 2002 respectively. The storage rental location must be an approximate 30-minute drive or less away from the United States Yuma Proving Ground (YPG). The secured location must be accessible by YPG personnel 24-hours-a-day / 7-days-a-week. This solicitation is being issued as an RFQ. The Government intends to award a firm fixed price contract as a result from this solicitation. The Government intends to award a contract to the lowest priced technically acceptable responsive responsible offeror. Contractor should state in the proposal the distance and approximate drive time to the location which is being proposed. Offers shall be clearly marked with RFQ number # W9124R09-JDTVSTORAGE and emailed to the point of contact listed below no later than 15 March 2010 by 12:00 P.M. Mountain Standard Time (MST). Your company must be registered in (ORCA) web site at https://orca.bpn.gov or in order to complete the Representation and Certifications for the following referenced provisions you must go to the Air Force Web Site at http://farsite.hill.af.mil/Vffar1.htm locate the reference clause, copy and paste it to a Word document and complete FAR provision. 52.212-3 Offeror Representations and Certifications Commercial Items (Aug 2009) with Alternate 1 (Apr 2002) and DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items (Jun 2005). An offeror shall complete only paragraph (b) of FAR 52.212-3 if the offeror has completed the annual representations and certifications electronically at the Online Representations and Certifications Application. FAR 52.212-4 Contract Terms and Conditions Commercial Items (Mar 2009) and specifically addendum 52.247-34 FOB Destination (Nov 1991). FAR 52.212-5 Contract Terms and Conditions required to Implement Statues or Executive Order Commercial Items (Dec 2009) apply to this acquisition.
