Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1 Objective The Contractor shall provide mine foam sealant used to backfill select abandoned mine openings on federal lands in southern Clark County, NV. 2 Specifications Foam Mine Sealant " The foam must be portable so that foam can be backpacked to the site. (i.e. specialized transport or installation equipment is not required, and individual packages must weigh less than 25 pounds.) " The foam must have a consistent density at all elevations. " Foam installation must not require entrance into the mine shaft. " Foam must be inert (only affected by exposure to UV light). " Foam must be non-shrinking in dry and/or wet environments. " Foam must be water-blown; chemical-blown products are not acceptable (i.e. no CFC, HFC, or HCFC, including 245fa). " Cream time: 30-50 Seconds; Gel time: 180-220 Seconds; Tack free time: 260 Seconds; Rise time: 300-360 Seconds; Density (free rise core) 2.4-2.7 pcf; Compressive Strength more than 30psi; Closed Cell Content more than 90%; Water absorption less than 0.08 lbs/sq ft; Storage Temperatures -20F to 120F; Shelf life 10-15 months estimated. 3 Delivery The Contractor shall be responsible for foam delivery. A maximum of four foam deliveries of 100 cubic yards each shall be made. Deliveries are expected to reach the destination within a maximum of 1 week of foam order. Drop-off locations shall be within Clark County, Nevada and shall be specified on a case-by-case basis. The Contractor shall coordinate directly with the closure field crew for foam drop-off locations. The closure field crew Point-of-Contact shall be provided by the USACE Project Manger. 4 Foam Quantity The total quantity of foam purchased shall not exceed 400 cubic yards. 5 Contractor Point-of-Contact The Contractor shall assign a member or employee who shall be known as the Point-of-Contact. This individual shall be the primary contact between the USACE Project Manager and/or the closure field crew and shall oversee the management of foam orders, deliveries, and invoicing. 6 Cost Proposal The Contractor shall submit a cost proposal covering all costs associated with order, delivery, and invoicing of 400 yards of mine foam sealant. Four separate deliveries of equal volume shall be assumed when calculating total delivery cost. The following costs shall be included in the cost proposal, at a minimum: Cost per yard of foam - $ Total cost for 400 yards of foam - $ Cost per foam delivery - $ Total cost for 4 foam deliveries - $ Total Cost - $ 7 Corps of Engineers Point of Contact The Project Manager for the U.S. Army Corps of Engineers, Los Angeles District is Mr. James Maes at telephone number (602) 640-2000, ext. 273 and e-mail: james.h.maes@usace.army.mil. 8 Period of Performance The period of performance for this scope shall end on September 30, 2012. 8.1 Authorities No person other than the Government Contracting Officer has the authority to make any changes to this contract action that impact cost or schedule. Authority from the Contracting Officer to the Contractor to make changes that impact cost or schedule will be in the form of an official, signed modification.
